โครงการจัดซื้อจัดจ้างวัสดุวิทยาศาสตร์การแพทย์น้ำยาตรวจวิเคราะห์ฮีโมโกลบิน A1C สำหรับโรงพยาบาลปากเกร็ด จังหวัดนนทบุรี มีวัตถุประสงค์เพื่อสนับสนุนการตรวจวิเคราะห์ระดับน้ำตาลในเลือดของผู้ป่วยเบาหวานอย่างแม่นยำและต่อเนื่อง โดยจัดซื้อน้ำยาตรวจวิเคราะห์ฮีโมโกลบิน A1C จำนวนไม่น้อยกว่า 15,833 ชุด พร้อมเครื่องตรวจวิเคราะห์อัตโนมัติแบบ Ion Exchange High Performance Liquid Chromatography (HPLC) หรือ Enzymatic assay จำนวน 2 เครื่อง ที่ต้องได้รับการรับรองมาตรฐานสากลจาก IFCC และ NGSP และผลิตจากประเทศในยุโรป อเมริกา หรือเอเชีย น้ำยาต้องเป็นชุดพร้อมใช้ (Ready to use) สามารถตรวจวัดได้ทั้งจากหลอดเลือดที่มีสารกันเลือดแข็งชนิด EDTA, NaF, Heparin และ Sodium Citrate โดยมีช่วงการวัดตั้งแต่ 4.0% ถึง 20.0% หรือกว้างกว่า และมีเวลาการตอบสนองไม่เกิน 5 นาทีต่อตัวอย่าง โครงการนี้ยังกำหนดให้ผู้ขายต้องรับผิดชอบต่อการติดตั้ง บำรุงรักษา ซ่อมแซม รวมถึงการจัดหาอะไหล่ ค่าใช้จ่ายระบบเชื่อมต่อ LIS ค่าใช้จ่ายในการบํารุงรักษาประจําปี ค่าใช้จ่ายในการประเมินคุณภาพภายนอก (External Quality Assessment) รวมถึงการฝึกอบรมเจ้าหน้าที่ห้องปฏิบัติการ ทั้งนี้ ผู้ขายต้องรับประกันความชํารุดบกพร่องของเครื่องมือเป็นเวลา 1 ปี นับจากวันรับมอบ และต้องจัดหาชุดน้ำยาสำรองในกรณีที่พบผู้ป่วยมีฮีโมโกลบินผิดปกติ โครงการมีวงเงินงบประมาณรวม 1,983,096.00 บาท และกำหนดส่งมอบสินค้าภายใน 30 วันหลังลงนามในสัญญา โดยมีการประเมินราคาและคุณสมบัติทางเทคนิคเป็นเกณฑ์หลักในการพิจารณาคัดเลือกผู้เสนอราคา

This project aims to procure 15,833 units of hemoglobin A1C testing reagents and 2 automated analytical instruments using Ion Exchange High Performance Liquid Chromatography (HPLC) or Enzymatic assay technology for use in the laboratory of Pak Kret Hospital, Nonthaburi Province. The reagents must be ready-to-use, certified by IFCC and NGSP, and produced in Europe, America, or Asia. The instruments must be capable of analyzing samples with EDTA, NaF, Heparin, and Sodium Citrate anticoagulants, with a detection range of 4.0% to 20.0% and a reaction time of no more than 5 minutes per sample. The supplier must provide comprehensive after-sales support, including installation, maintenance, repair, spare parts, integration with the hospital’s LIS system, annual maintenance costs, external quality assessment fees, and training for laboratory staff. The supplier is required to guarantee the equipment for 1 year from delivery and provide backup reagents for patients with abnormal hemoglobin. The total budget is 1,983,096.00 baht, with delivery within 30 days after signing the contract. Evaluation is based on price and technical specifications.
