องค์การบริหารส่วนจังหวัดราชบุรีมีความประสงค์จะดำเนินการจัดซื้อเรือตักผักตบชวาขนาดเล็ก จํานวน 5 ลํา เพื่อแก้ไขปัญหาการแพร่กระจายของผักตบชวาและวัชพืช ซึ่งส่งผลกระทบต่อระบบนิเวศทางน้ำ การสัญจร และเป็นแหล่งเพาะพันธุ์ของแมลงพาหะนำโรค โครงการนี้มีวัตถุประสงค์หลักเพื่อกำจัดผักตบชวาในแหล่งน้ำสำคัญ ปรับปรุงสภาพแวดล้อม ฟื้นฟูระบบนิเวศทางน้ำ แก้ไขปัญหาการกีดขวางการสัญจร และสนับสนุนการทำงานขององค์กรปกครองส่วนท้องถิ่นอื่นในการบำรุงรักษาแหล่งน้ำ

เรือที่จัดซื้อต้องเป็นเรืออลูมิเนียมท้องแบน ออกแบบมาเพื่อการกำจัดผักตบชวา ขยะ และสิ่งกีดขวางทางน้ำในลำคลองขนาดเล็กและน้ำตื้น ใช้เครื่องยนต์เบนซิน 4 จังหวะ ขนาดไม่น้อยกว่า 22 แรงม้า (16 กิโลวัตต์) ขับเคลื่อนปั๊มไฮดรอลิคแบบ 2 ตอน และควบคุมการทำงานด้วยระบบไฮดรอลิคทั้งลำ ระบบขับเคลื่อนใช้ล้อระหัดใบพัดติดด้านข้าง บุ้งกี่ตักทำจากอลูมิเนียม สามารถยกขึ้น-ลงได้ตามระยะที่กำหนด โครงสร้างแขนกลด้านหน้าสามารถปรับลดระดับความสูงได้เพื่อลอดผ่านใต้สะพาน

ผู้ยื่นข้อเสนอจะต้องเป็นนิติบุคคลที่มีอาชีพงานดังกล่าว มีความสามารถตามกฎหมาย ไม่เป็นผู้ทิ้งงานหรือมีผลประโยชน์ร่วมกัน และต้องเป็นผู้ผลิตหรือตัวแทนจำหน่ายเรือในประเทศไทยที่ได้รับการแต่งตั้งอย่างเป็นทางการ มีใบอนุญาตประกอบกิจการโรงงาน (รง.2) และมีผลงานการต่อหรือขายเรือกำจัดผักตบชวาให้กับหน่วยงานราชการหรือเอกชนภายใน 5 ปี พร้อมทั้งต้องมีวิศวกรเครื่องกลระดับภาคีวิศวกรรับรองแบบแปลนและรายการคำนวณต่างๆ ระยะเวลาส่งมอบภายใน 30 วันนับจากวันลงนามในสัญญา และมีวงเงินงบประมาณ 3,500,000 บาท (สำหรับ 5 ลำ) ผู้ขายต้องรับประกันสินค้า 1 ปี และฝึกอบรมการใช้งานและการบำรุงรักษาให้กับเจ้าหน้าที่อย่างน้อย 3 คน เป็นเวลาไม่น้อยกว่า 3 วัน

The Ratchaburi Provincial Administrative Organization intends to procure 5 small water hyacinth removal boats to address the severe problems caused by water hyacinth and aquatic weeds, which impact the aquatic ecosystem, obstruct navigation, and serve as breeding grounds for disease vectors. The project’s main objectives are to eliminate water hyacinth in key waterways, improve the environment, restore aquatic ecosystems, resolve navigation obstructions, and support other local government organizations in waterway maintenance.

The boats must be flat-bottomed aluminum vessels designed for removing water hyacinth, trash, and obstructions in small canals and shallow waters. They are to be powered by a 4-stroke gasoline engine of at least 22 HP (16 kW), driving a dual-stage hydraulic pump, with the entire operation controlled by a hydraulic system. Propulsion uses paddle wheels mounted on both sides. The aluminum scoop must be capable of raising and lowering within specified ranges. The front arm structure can be lowered to pass under low bridges.

Bidders must be legal entities engaged in this type of business, not bankrupt, not under liquidation, not suspended from government contracts, and not on the blacklist of abandoned contractors. They must be manufacturers or officially appointed dealers of water hyacinth removal boats in Thailand, possess a reliable factory operating license (รง.2), and have a proven track record of building or selling such boats to government or private entities within the last 5 years. A resident mechanical engineer (at least Associate Engineer level) must certify the boat’s plans and calculations. Delivery is required within 30 days from the contract signing date, with a budget of 3,500,000 THB for 5 boats. The seller must provide a 1-year warranty and conduct training for at least 3 staff members for a minimum of 3 days on operation and maintenance.
