โครงการนี้มีวัตถุประสงค์เพื่อจ้างก่อสร้างอาคารพักพยาบาลจำนวน ๘๐ ห้อง พร้อมสิ่งก่อสร้างประกอบ ณ โรงพยาบาลสมเด็จพระยุพราชเดชอุดม โดยใช้วิธีประกวดราคาอิเล็กทรอนิกส์ (e-bidding) ขอบเขตงานประกอบด้วยการก่อสร้างอาคารพักพยาบาลและสิ่งก่อสร้างอื่นๆ ที่เกี่ยวข้องตามรายละเอียดใน TOR ผู้ยื่นข้อเสนอต้องมีคุณสมบัติเป็นนิติบุคคลผู้มีอาชีพรับจ้างที่ประกวดราคาอิเล็กทรอนิกส์ และต้องมีมูลค่าสุทธิของกิจการเป็นไปตามเงื่อนไขที่กำหนด เช่น กรณีเป็นนิติบุคคลที่จดทะเบียนเกิน ๑ ปี ต้องมีมูลค่าสุทธิของกิจการเป็นค่าบวกจากงบแสดงฐานะการเงิน หรือกรณีเป็นบุคคลธรรมดาต้องมีเงินฝากคงเหลือในบัญชีธนาคารไม่น้อยกว่า ๑ ใน ๔ ของมูลค่างบประมาณโครงการ
