โครงการจัดซื้อจัดจ้างนี้เป็นงานซ่อมปรับปรุงลิฟต์อาคารที่ประสบเหตุภัยพิบัติแผ่นดินไหว จำนวน 3 อาคาร ของโรงพยาบาลพระมงกุฎเกล้า (รพ.รร.6) กรุงเทพฯ ภายใต้การดูแลของกองซ่อมสิ่งปลูกสร้างและสาธารณูปโภค กรมยุทธโยธาทหารบก โดยมีวัตถุประสงค์เพื่อฟื้นฟูและปรับปรุงระบบลิฟต์โดยสารจำนวนรวม 6 เครื่อง ให้กลับมาใช้งานได้อย่างมีประสิทธิภาพและปลอดภัยสูงสุดตามหลักวิศวกรรมและมาตรฐานความปลอดภัยสําหรับลิฟต์

ขอบเขตงานประกอบด้วยการซ่อมปรับปรุงลิฟต์ใน 3 อาคาร ได้แก่ ลิฟต์หมายเลข 5123 ณ อาคารเฉลิมพระเกียรติ 6 รอบพระชนมพรรษา, ลิฟต์หมายเลข 69L003, 69L005, 69L009, 69L014 ณ อาคารเฉลิมพระเกียรติ สมเด็จพระนางเจ้าสิริกิติ์ฯ และลิฟต์หมายเลข 65L0010 ณ ตึกมหาวชิราลงกรณ์ ผู้รับจ้างต้องจัดหาวัสดุ อุปกรณ์ และอะไหล่ใหม่ที่เป็นรุ่นปัจจุบันหรือเทียบเท่า โดยต้องผ่านการอนุมัติจากผู้ว่าจ้างก่อนติดตั้ง

เงื่อนไขสำคัญกำหนดให้ผู้รับจ้างต้องปฏิบัติตามคู่มือการปฏิบัติงานก่อสร้างของกองทัพบก พ.ศ. 2569 มีช่างทำงานประจำอย่างน้อยวันละ 3 คน และต้องมีวิศวกรเครื่องกลควบคุมงานและลงนามรับรอง นอกจากนี้ต้องใช้พัสดุที่ผลิตในประเทศไม่น้อยกว่าร้อยละ 60 และเหล็กในประเทศไม่น้อยกว่าร้อยละ 90 ระยะเวลาดำเนินการทั้งหมด 120 วัน แบ่งการจ่ายเงินเป็น 3 งวดงานตามความสำเร็จของงานแต่ละส่วน และมีการรับประกันผลงานเป็นเวลา 1 ปี

This project involves the repair and improvement of elevators damaged by earthquake disasters in 3 buildings at Phramongkutklao Hospital (RPh.RR.6), Bangkok, managed by the Construction and Utilities Repair Division, Army Engineer Department. The objective is to restore and upgrade a total of 6 elevators to ensure they are fully functional, efficient, and safe in accordance with engineering standards and elevator safety regulations.

The scope of work includes repairing elevator No. 5123 at the Chalermphrakiat 6 Rob Phrachonmaphansa Building; elevators No. 69L003, 69L005, 69L009, and 69L014 at the Chalermphrakiat Queen Sirikit Building; and elevator No. 65L0010 at the Maha Vajiralongkorn Building. The contractor must supply brand-new, current-model (or certified equivalent) spare parts and equipment, which must be approved by the employer prior to installation.

Key conditions require compliance with the Royal Thai Army Construction Manual B.E. 2569, maintaining at least 3 on-site technicians daily, and supervision by a licensed Mechanical Engineer who must sign off on all works. Additionally, at least 60% of construction materials and 90% of steel must be domestically manufactured. The project duration is 120 days, with payments divided into 3 installments based on milestones, and a 1-year warranty period.
