โรงพยาบาลพิชัย จังหวัดอุตรดิตถ์ ซึ่งเป็นโรงพยาบาลชุมชนขนาด 30 เตียง สังกัดกระทรวงสาธารณสุข มีความประสงค์จะจัดหาโปรแกรมบริการทางการแพทย์ เพื่อพัฒนาระบบบริการให้มีประสิทธิภาพมากยิ่งขึ้น โดยเฉพาะอย่างยิ่งในการจัดการฐานข้อมูลผู้ป่วย การบันทึกข้อมูลการรักษาในระบบอิเล็กทรอนิกส์ การเบิกค่ารักษาพยาบาลไปยังกองทุนต่างๆ และการแลกเปลี่ยนข้อมูลสาธารณสุขตามมาตรฐาน 50 แฟ้ม โครงการนี้จึงมีวัตถุประสงค์หลักเพื่อจัดหาระบบสารสนเทศทางการแพทย์ที่สามารถรองรับการทำงานกับฐานข้อมูล MySQL และ PostgreSQL ทำงานบนระบบปฏิบัติการ Windows สำหรับ Client และ Linux สำหรับ Server พร้อมทั้งมีระบบรายงานที่ผู้ดูแลระบบสามารถแก้ไขหรือสร้างใหม่ได้ไม่จำกัด มีระบบควบคุมความปลอดภัยด้วย User ID และ Password การสำรองข้อมูลแบบ Hot Backup โดยไม่ต้องหยุดระบบ และสามารถกู้คืนข้อมูลได้ รวมถึงการแยกฐานข้อมูลรูปภาพออกจากฐานข้อมูลหลักเพื่อลดภาระการทำงาน นอกจากนี้ ระบบยังต้องมีคุณลักษณะเฉพาะของระบบงานย่อยต่างๆ เช่น ระบบเวชระเบียนที่ครอบคลุมการลงทะเบียนผู้ป่วย การบันทึกข้อมูลต่างๆ อย่างละเอียด ระบบส่งตรวจผู้ป่วยที่สามารถเลือกสิทธิการรักษาได้หลายสิทธิ์ ระบบการพิมพ์เอกสารต่างๆ ระบบจัดการแฟ้มเวชระเบียนทั้งผู้ป่วยนอกและผู้ป่วยใน ระบบการนัดหมาย และระบบซักประวัติและตรวจรักษาที่เชื่อมโยงกับรหัส ICD ของ WHO

Phichai Hospital, Uttaradit Province, a 30-bed community hospital under the Ministry of Public Health, intends to procure a medical service program to enhance its service system efficiency, particularly in patient database management, electronic medical record keeping, medical expense claims to various funds, and health data exchange according to the 50-file standard. The project aims to procure an information system capable of working with MySQL and PostgreSQL databases, running on Windows for clients and Linux for servers. It must include a reporting system that administrators can modify or create without limitation, a security system with User ID and Password, Hot Backup functionality without system downtime, data restore capability, and a separation of image databases from the main hospital database to reduce workload. Furthermore, the system must possess specific features for sub-systems such as a medical record system covering patient registration and detailed data recording, a patient referral system supporting multiple treatment rights, document printing capabilities, medical record management for both outpatient and inpatient, appointment scheduling, and a history taking and examination system linked to WHO ICD codes.
