เทศบาลตําบลคลองไผ่ อําเภอสีคิ้ว จังหวัดนครราชสีมา ได้รับการจัดสรรงบประมาณประจำปี พ.ศ. 2569 เพื่อจัดซื้อรถบรรทุก (ดีเซล) ขนาด 6 ตัน 6 ล้อ แบบบรรทุกน้ำ จำนวน 1 คัน วงเงินงบประมาณ 2,702,000 บาท โดยมีวัตถุประสงค์หลักเพื่อใช้ในการปฏิบัติงานด้านการป้องกันและบรรเทาสาธารณภัย การช่วยเหลือประชาชนในพื้นที่และพื้นที่ข้างเคียง รวมถึงการให้บริการสาธารณประโยชน์อื่นๆ เพื่อเพิ่มขีดความสามารถในการบริหารจัดการและปฏิบัติหน้าที่ด้านสาธารณภัยให้แก่ประชาชนได้อย่างทั่วถึงและทันต่อเหตุการณ์

รถบรรทุกที่จัดซื้อต้องมีคุณสมบัติทางเทคนิคที่สำคัญ เช่น เครื่องยนต์ดีเซลปริมาตรกระบอกสูบไม่ต่ำกว่า 5,000 ซีซี หรือกำลังสูงสุดไม่ต่ำกว่า 170 กิโลวัตต์ ระบบส่งกำลังแบบเกียร์กระปุก 5 เกียร์ขึ้นไป ระบบบังคับเลี้ยวพวงมาลัยขวาพร้อมเพาเวอร์ ถังบรรจุน้ำสแตนเลสรูปทรงสี่เหลี่ยม ความจุไม่น้อยกว่า 5,000 ลิตร พร้อมระบบกั้นน้ำ (Buffer Plate) และอุปกรณ์ที่เกี่ยวข้องครบถ้วน นอกจากนี้ยังรวมถึงตู้เก็บอุปกรณ์ จุดควบคุมการทำงานของระบบสูบและจ่ายน้ำ ระบบท่อน้ำ ระบบบอลวาล์ว แท่นปืนฉีดน้ำดับเพลิง ระบบเครื่องสูบน้ำที่มีอัตราการสูบไม่น้อยกว่า 1,500 ลิตร/นาที ระบบไฟสัญญาณ เครื่องมือและอุปกรณ์ประจํารถ อุปกรณ์ดับเพลิง และการพ่นสีรถยนต์ตามมาตรฐานที่กำหนด

ผู้เสนอราคาต้องมีคุณสมบัติครบถ้วนตามกฎหมายและระเบียบที่เกี่ยวข้อง รวมถึงต้องลงทะเบียนในระบบจัดซื้อจัดจ้างภาครัฐด้วยอิเล็กทรอนิกส์ (e-GP) การพิจารณาคัดเลือกข้อเสนอจะใช้เกณฑ์ราคาเป็นหลัก โดยกำหนดเวลาส่งมอบพัสดุภายใน 180 วัน นับถัดจากวันลงนามในสัญญา และมีอัตราค่าปรับร้อยละ 0.20 ของราคาสิ่งของต่อวัน

Khlong Phai Subdistrict Municipality, Sikhiu District, Nakhon Ratchasima Province, intends to procure one (1) diesel truck, 6-ton capacity, 6-wheel, with an engine displacement of not less than 5,000 cc or a maximum engine power of not less than 170 kW, designed for water transport. This procurement aims to enhance disaster prevention and mitigation capabilities, provide public services to residents, and improve the municipality’s overall operational efficiency.

The truck must meet specific technical requirements, including a diesel engine of at least 5,000 cc or 170 kW, a manual transmission with at least 5 forward gears, power steering, and a stainless steel water tank with a minimum capacity of 5,000 liters, equipped with internal baffles and necessary fittings. The specifications also detail requirements for equipment lockers, pump and water control systems, piping, valves, a water monitor gun, a pump system capable of delivering at least 1,500 liters/minute, signal lights, tools, fire-fighting equipment, and specific painting standards.

Bidders must meet all legal and regulatory eligibility requirements and be registered in the Government Procurement and Supplies Management System (e-GP). The selection criterion will be based on price. The delivery period is set at 180 days from the contract signing date, with a penalty of 0.20% of the item price per day for late delivery.
