กองบังคับการสนับสนุนทางเทคโนโลยี สํานักงานเทคโนโลยีสารสนเทศและการสื่อสาร สํานักงานตํารวจแห่งชาติ ดําเนินโครงการพัฒนาระบบฐานข้อมูลขั้นสูงด้านนวัตกรรมทางเทคโนโลยี (Advance Innovation Technology Database System: AITDS) ด้วยวงเงินงบประมาณกลาง 16,700,000 บาท โดยมีวัตถุประสงค์หลักเพื่อให้สํานักงานตํารวจแห่งชาติมีระบบฐานข้อมูลนวัตกรรมทางเทคโนโลยีที่ถูกต้อง เป็นปัจจุบัน และเป็นแหล่งรวบรวมองค์ความรู้ของโครงการด้านเทคโนโลยีจากทุกหน่วยงานในสังกัด ระบบนี้จะทําหน้าที่เป็นเครื่องมือสําคัญในการจัดทําแผนผังภาพรวม เพื่อกําหนดทิศทางการพัฒนาด้านเทคโนโลยีสารสนเทศระดับสูง (High-Level IT Development) ขององค์กร รวมถึงใช้ประกอบการวิเคราะห์ความต้องการและจัดลําดับความสําคัญของรายจ่ายลงทุนด้านครุภัณฑ์คอมพิวเตอร์และระบบเทคโนโลยีสารสนเทศในแต่ละปีงบประมาณ เพื่อป้องกันความซ้ําซ้อน ส่งเสริมความเชื่อมโยงและใช้ประโยชน์ร่วมกันได้อย่างคุ้มค่า

ขอบเขตงานครอบคลุมการพัฒนาระบบฐานข้อมูลขั้นสูงที่มีความทันสมัย โดยเน้นการนําเทคโนโลยีปัญญาประดิษฐ์ (AI) มาใช้ งานหลักประกอบด้วย การพัฒนาฟังก์ชันการจัดการโครงสร้างฐานข้อมูลและแบบฟอร์ม การจัดการคิวและลำดับความสำคัญของการประมวลผล (Queue & Priority Processing) การสกัดข้อความ (Text Extraction) และการรู้จำอักขระด้วยแสง (OCR) จากเอกสารสแกนทั้งภาษาไทยและอังกฤษ รวมถึงการสกัดข้อมูลจากตาราง (Table Extraction) นอกจากนี้ ระบบต้องมีความสามารถในการวิเคราะห์ข้อมูลด้วย AI เพื่อเปรียบเทียบความสอดคล้องของเอกสาร เช่น ขอบเขตของงาน (TOR) และทําการสืบค้นเชิงความหมาย (Semantic Search) จากฐานข้อมูลโครงการได้อย่างมีประสิทธิภาพ โครงการนี้มีระยะเวลาดําเนินการแล้วเสร็จไม่เกิน 270 วัน นับจากวันลงนามในสัญญา

The Technology Support Division, ICT Office, Royal Thai Police, is undertaking the Advanced Innovation Technology Database System (AITDS) development project with a central budget of 16,700,000 THB. The primary objectives are to provide the Royal Thai Police with a correct, up-to-date innovation technology database system and to serve as a centralized repository of knowledge for technology projects from all subordinate units. This system will be a crucial tool for creating an overall roadmap to guide the organization’s high-level IT development direction. It will also be used to analyze requirements and prioritize investment expenditures for computer equipment and IT systems in each fiscal year, preventing duplication and promoting interconnectivity and cost-effective shared utilization.

The scope of work encompasses the development of an advanced, modern database system emphasizing the application of Artificial Intelligence (AI) technology. Key tasks include developing functions for database structure and form management, queue and priority processing management, text extraction, and Optical Character Recognition (OCR) from scanned documents in both Thai and English, including table extraction. Furthermore, the system must possess AI-powered data analysis capabilities to compare the consistency of documents (e.g., Terms of Reference) and perform semantic search efficiently within the project database. The project must be completed within 270 days from the contract signing date.
