การรถไฟแห่งประเทศไทย (รฟท.) โดยกองซ่อมบำรุงรถสินค้าเขตบางซื่อ มีความจำเป็นต้องจัดซื้อชุด Outer, Inter Coil Spring แคร่ Ride Control Class C จำนวน 512 ชุด ตามแผนจัดซื้อจัดจ้างประจำปี 2568 เพื่อใช้ในการซ่อมบำรุงรถสินค้าที่เข้าซ่อมตามวาระ, ซ่อมอุบัติเหตุ, ซ่อมดัดแปลง หรือซ่อมบางส่วน วัตถุประสงค์หลักคือเพื่อใช้เปลี่ยนทดแทนของเดิมที่ชำรุดหรือเสื่อมสภาพจากการใช้งานตามปกติ หรือจากอุบัติเหตุ

ผู้ยื่นข้อเสนอจะต้องมีคุณสมบัติตามกฎหมายที่เกี่ยวข้อง ไม่เป็นบุคคลล้มละลาย หรืออยู่ระหว่างเลิกกิจการ และต้องลงทะเบียนในระบบ e-GP ของกรมบัญชีกลาง นอกจากนี้ ผู้ยื่นข้อเสนอต้องเป็นผู้ผลิต หรือได้รับการแต่งตั้งเป็นตัวแทนจำหน่ายจากผู้ผลิตหรือตัวแทนจำหน่ายในประเทศไทย โดยต้องยื่นเอกสารหลักฐานการเป็นตัวแทนขณะเสนอราคา

สำหรับคุณลักษณะเฉพาะของพัสดุ จะต้องเป็นไปตามแผนผังเลขที่ 1-4TG2-005 Mark 6 และ 7 โดยอาจเป็นผลิตภัณฑ์ของแท้ Sumitomo Metal หรือผลิตภัณฑ์อื่นที่มีคุณภาพเทียบเท่าหรือดีกว่าตามแผนผัง และเคยมีประวัติการจำหน่ายและใช้งานกับการรถไฟฯ มาก่อน หรือมีลักษณะ มิติ ขนาด วัสดุ สมรรถนะ เป็นไปตามตัวอย่าง/แผนผัง และสามารถประกอบติดตั้งใช้งานได้โดยไม่ต้องดัดแปลงแก้ไข ในกรณีที่เป็นผลิตภัณฑ์อื่น ผู้ผลิตต้องได้รับการรับรองมาตรฐาน AAR (Commodity B2, B3) หรือ IRIS (20 - Manufacturing of components related to special process work) หรือสถาบันที่น่าเชื่อถือ เช่น สทร.

เอกสารที่ต้องเสนอประกอบการพิจารณา ได้แก่ ยี่ห้อ รุ่น Part No. แหล่งกำเนิดโรงงานผู้ผลิต ประเทศผู้ผลิต ประวัติการจำหน่าย (Supply Record) หากเป็นผลิตภัณฑ์อื่นต้องแนบใบรับรองมาตรฐาน AAR หรือ IRIS หรือหนังสือรับรองจากสถาบันที่น่าเชื่อถือ

กำหนดเวลาส่งมอบพัสดุภายใน 120 วัน นับถัดจากวันลงนามในสัญญา โดยส่งมอบ ณ พัสดุแขวงซ่อมบำรุงรถสินค้าบางซื่อ การพิจารณาคัดเลือกข้อเสนอจะใช้เกณฑ์ราคาเป็นหลัก วงเงินงบประมาณที่ได้รับจัดสรรคือ 4,337,000.00 บาท ราคากลางคือ 4,327,936.00 บาท การจ่ายเงินจะดำเนินการเมื่อตรวจรับถูกต้องครบถ้วนภายใน 1 งวด

อัตราค่าปรับกรณีส่งมอบล่าช้าหรือครบถ้วนอยู่ที่ 0.20% ต่อวันของราคาพัสดุที่ยังไม่ได้รับมอบ ผู้ขายต้องรับประกันคุณภาพการใช้งานเป็นเวลา 1 ปี นับจากวันที่ตรวจรับ หากชำรุดเสียหายจากการใช้งานปกติ ผู้ขายต้องแก้ไขหรือเปลี่ยนให้ใหม่ภายใน 15 วัน โดยผู้ขายรับผิดชอบค่าใช้จ่ายทั้งหมด การทดสอบประกอบการตรวจรับจะตรวจสอบความเรียบร้อยทั่วไป ขนาด มิติ ความถูกต้องตามข้อกำหนดทางเทคนิค ความสามารถในการติดตั้ง และอาจมีการส่งชิ้นงานไปตรวจสอบค่าวัสดุ ณ หน่วยงานที่น่าเชื่อถือ

The Railway Transport Authority of Thailand (RTA) through the Bang Sue Freight Car Maintenance Division requires the procurement of 512 sets of Outer, Inter Coil Spring for Class C Ride Control Carriages, as per the 2025 procurement plan. This is to support the maintenance of freight cars undergoing scheduled repairs, accident repairs, modifications, or partial repairs. The primary objective is to replace existing worn-out or damaged parts due to normal usage or accidents.

Bidders must meet legal requirements, not be bankrupt or in liquidation, and be registered in the e-GP system of the Comptroller General’s Department. Furthermore, bidders must be the manufacturer or an appointed distributor in Thailand, providing documentation upon submission of their bids.

The specific characteristics of the goods must conform to Drawing No. 1-4TG2-005 Mark 6 and 7. This can be either genuine Sumitomo Metal products or equivalent/superior products that have a proven history of sales and use with the RTA, or products matching the specified dimensions, materials, and performance that can be installed without modification. For alternative products, the manufacturer must be certified by AAR (Commodity B2, B3) or IRIS (20 - Manufacturing of components related to special process work), or a reputable institution like S.T.R.

Required submission documents include brand, model, Part No., origin of manufacturer, country of manufacture, and supply records for alternative products. For alternative products, AAR or IRIS certifications or equivalent from reputable institutions must be attached.

The delivery period is within 120 days from the contract signing date, to be delivered at the Bang Sue Freight Car Maintenance Depot. Bid evaluation will be based on price. The allocated budget is 4,337,000.00 Baht, with a median price of 4,327,936.00 Baht. Payment will be made in one installment upon successful inspection and acceptance.

A penalty of 0.20% per day of the undelivered item’s value will be applied for late or incomplete delivery. The seller must provide a one-year warranty against defects from the date of acceptance. Any damage due to normal use must be repaired or replaced within 15 days at the seller’s expense. Inspection will include general checks, dimensions, conformity to technical specifications, and installation compatibility, with potential material testing by a reputable agency.
