กรุงเทพมหานครมีความประสงค์ดำเนินการก่อสร้างปรับปรุงพื้นที่ภายในอาคารไอราวัดพัฒนา ชั้น B ตามระเบียบกระทรวงการคลังว่าด้วยการจัดซื้อจัดจ้างและการบริหารพัสดุภาครัฐ พ.ศ. 2560 ข้อ 21 วรรคสาม เนื่องจากปัจจุบันมีหน่วยงานของกรุงเทพมหานครขอใช้พื้นที่ห้องบางกอก ชั้น B6 เป็นจำนวนมาก แต่สภาพโดยรอบยังไม่มีความพร้อม เช่น ไม่มีห้องรับรอง ห้องประชุมย่อย และสภากรุงเทพมหานครยังไม่มีห้องสำหรับการประชุมคณะกรรมการวิสามัญเพื่อพิจารณางบประมาณรายจ่ายประจำปี

วัตถุประสงค์ของโครงการคือ เพื่อรองรับการจัดกิจกรรมต่างๆ ของหน่วยงานภายในกรุงเทพมหานคร และเพื่อรองรับการประชุมคณะกรรมการวิสามัญพิจารณางบประมาณรายจ่ายประจำปี โดยขอบเขตงานครอบคลุมการปรับปรุงพื้นที่โดยรอบห้องบางกอก ชั้น B6 ให้มีสภาพพร้อมใช้งาน ตามแบบรูปรายการงานก่อสร้างที่แนบท้ายเอกสาร

งบประมาณวงเงิน 22,500,000.00 บาท ระยะเวลาแล้วเสร็จภายใน 180 วัน นับถัดจากวันลงนามในสัญญา ส่งมอบงานเป็นงวดตามผลสำเร็จของงานที่ทำจริง หลักประกันการเสนอราคา 1,130,000.00 บาท กำหนดยืนราคา 120 วัน ไม่มีค่าจ้างล่วงหน้าและค่าขายแบบ การหักเงินประกันผลงานร้อยละ 10 ของเงินแต่ละงวด รวมไม่ต่ำกว่าร้อยละ 5 ของค่าจ้างทั้งหมด รับประกันความชำรุดบกพร่องไม่น้อยกว่า 6 ปี พิจารณาคัดเลือกผู้เสนอราคาโดยใช้หลักเกณฑ์ราคา ผู้เสนอราคาต้องเป็นผู้รับจ้างเหมางานก่อสร้างของกรุงเทพมหานครประเภทงานอาคาร ชั้น 1 หรือชั้น 2 มีผลงานก่อสร้างประเภทเดียวกันสัญญาเดียววงเงินไม่น้อยกว่า 90,000,000.00 บาท และต้องมีวิศวกรและสถาปนิกประจำตามเงื่อนไขที่กำหนด

The Bangkok Metropolitan Administration (BMA) intends to procure construction services for the interior renovation of the Airavata Development Building, Floor B, through an electronic auction in accordance with the Ministry of Finance Regulations on Procurement and Public Sector Supplies Management B.E. 2560 (2017), Clause 21, Paragraph Three. The project is necessary because many BMA agencies have requested to use the Bangkok Room area on Floor B6, but the surrounding space lacks supporting facilities such as reception rooms and small meeting rooms, and the Bangkok Council has no dedicated room for the Ad Hoc Committee meetings on annual budget expenditure consideration. The objectives are to support various activities of BMA internal agencies and to accommodate the Ad Hoc Budget Committee meetings. The scope covers renovation of the area surrounding the Bangkok Room, Floor B6, per the attached drawings and bill of quantities. The budget is 22,500,000.00 baht with a completion period of 180 days from contract signing. Work is delivered in installments based on actual progress. Bid security is 1,130,000.00 baht, price validity is 120 days, no advance payment, performance retention of 10% per payment (minimum 5% of total), and a defect liability period of no less than 6 years. Selection is based on price criteria. Bidders must be BMA-registered building contractors (Class 1 or 2) with completed same-type construction work of a single contract valued at no less than 90,000,000.00 baht, and must have resident engineers and architects as specified.
