คณะอักษรศาสตร์ จุฬาลงกรณ์มหาวิทยาลัย มีความประสงค์จะดำเนินการประกวดราคาจ้างเหมาบริการบริหารระบบกายภาพอาคารมหาจักรีสิรินธร ด้วยวิธีประกวดราคาอิเล็กทรอนิกส์ (e-bidding) โดยเป็นการจ้างแบบเบ็ดเสร็จ (Total Facility Management) เพื่อบริหารจัดการอาคารเรียน 9 ชั้น ที่มีพื้นที่รวม 19,653 ตารางเมตร วัตถุประสงค์หลักเพื่อเพิ่มประสิทธิภาพในการปฏิบัติงาน ลดภาระด้านการดูแลอาคารของคณะ และควบคุมค่าใช้จ่ายให้เกิดประโยชน์สูงสุด

ขอบเขตงานครอบคลุม 3 ส่วนหลัก ได้แก่ 1) งานจัดการอาคาร ซึ่งรวมถึงการจัดทำแผนปฏิบัติงาน แผนฉุกเฉิน และระบบฐานข้อมูล 2) งานปฏิบัติงานประจำอาคาร ได้แก่ งานทำความสะอาดพื้นที่ส่วนกลางและห้องเรียน งานรักษาความเรียบร้อยโดยพนักงานที่ได้รับอนุญาต (ธภ.7) งานบริการอำนวยความสะดวกในห้องเรียน/ห้องประชุม และงานช่างบำรุงรักษาที่ต้องดูแลระบบไฟฟ้า ประปา ลิฟต์ และปรับอากาศ และ 3) งานตามแผน ได้แก่ การกำจัดแมลงและรักษาสุขอนามัย

ผู้รับจ้างต้องจัดหาบุคลากรที่มีคุณสมบัติเฉพาะ เช่น ผู้จัดการอาคารที่มีประสบการณ์อย่างน้อย 3 ปี และทีมช่างที่มีความรู้เฉพาะทาง พร้อมทั้งจัดหาเครื่องมือ อุปกรณ์ และวัสดุสิ้นเปลืองทั้งหมดเอง โดยมีระยะเวลาการจ้าง 12 เดือน (ตุลาคม 2569 - กันยายน 2570) ภายใต้งบประมาณราคากลาง 10.6 ล้านบาท การพิจารณาผู้ชนะจะใช้เกณฑ์ราคาประกอบเกณฑ์เทคนิค (Price 30% : Technical 70%) เพื่อให้มั่นใจว่าจะได้ผู้บริการที่มีคุณภาพและประสบการณ์ในการบริหารอาคารการศึกษาขนาดใหญ่

The Faculty of Arts, Chulalongkorn University, is inviting bids for the Total Facility Management (TFM) of the Maha Chakri Sirindhorn Building for the 2027 fiscal year. This comprehensive contract aims to streamline building operations, optimize costs, and reduce the faculty’s administrative burden. The project covers a 9-story educational building with a total area of 19,653 square meters.

The scope of work is divided into three main areas: 1) Building Management, including SOP development, emergency planning, and database management; 2) Daily Operations, encompassing cleaning services for over 15,000 sqm, security services by licensed personnel, classroom/meeting room assistance, and technical maintenance of electrical, plumbing, elevator, and HVAC systems; and 3) Scheduled Services, specifically pest control.

The contractor is required to provide qualified personnel, including a Building Manager with at least 3 years of experience, specialized technicians, and licensed security guards. All necessary equipment, tools, and consumables must be provided by the contractor. The contract duration is 12 months (October 2026 - September 2027) with a median budget of 10.6 million THB. Evaluation will be based on a Price-Performance formula (30% Price, 70% Technical).
