องค์การบริหารส่วนจังหวัดตราด มีความประสงค์จะดำเนินการก่อสร้างอาคารอเนกประสงค์ป้องกันและแก้ไขปัญหายาเสพติด ณ หมู่ที่ 5 ตำบลเกาะช้างใต้ อำเภอเกาะช้าง จังหวัดตราด เพื่อเป็นสถานที่ในการจัดกิจกรรม ส่งเสริมความรู้ และเป็นศูนย์กลางในการป้องกันและแก้ไขปัญหายาเสพติดในพื้นที่ โครงการนี้ครอบคลุมการก่อสร้างอาคารขนาดกว้าง 21 เมตร ยาว 40 เมตร ตามแบบแปลนที่องค์การบริหารส่วนจังหวัดตราดกำหนด ซึ่งรวมถึงงานด้านสถาปัตยกรรม งานระบบไฟฟ้าและแสงสว่าง และงานวิศวกรรมโครงสร้าง ผู้รับจ้างจะต้องดำเนินการก่อสร้างให้เป็นไปตามมาตรฐานทางวิศวกรรมและสถาปัตยกรรมที่กำหนดไว้ในเอกสาร TOR เพื่อให้อาคารมีความมั่นคงแข็งแรง ปลอดภัย และสามารถใช้งานได้อย่างมีประสิทธิภาพตามวัตถุประสงค์ของการจัดตั้งอาคาร
