เอกสาร “เงื่อนไขทั่วไปประกอบการจัดซื้อพัสดุ” นี้จัดทำขึ้นโดยการไฟฟ้าส่วนภูมิภาค (กฟภ.) เพื่อเป็นแนวทางและข้อกำหนดสำหรับผู้ยื่นข้อเสนอในการจัดซื้อพัสดุต่างๆ โดยมีวัตถุประสงค์เพื่อให้มั่นใจว่าพัสดุที่จัดซื้อมีคุณภาพ ตรงตามมาตรฐาน และสามารถใช้งานได้อย่างมีประสิทธิภาพ เงื่อนไขหลักๆ ที่ระบุไว้ประกอบด้วย:

1. เอกสารทางเทคนิค: ผู้ยื่นข้อเสนอต้องยื่นเอกสารทางเทคนิค เช่น แค็ตตาล็อก แบบรูป (Drawings) รายงานผลการทดสอบเฉพาะแบบ (Type test reports) เป็นภาษาไทยหรืออังกฤษ และต้องเป็นภาพสี เอกสารต้องระบุผลิตภัณฑ์เป็น Type หรือ Model ที่ตรงกับที่เสนอราคา หากไม่ครบถ้วน กฟภ. สงวนสิทธิ์ไม่รับพิจารณา
2. คุณสมบัติผลิตภัณฑ์: สำหรับเซอร์กิตเบรกเกอร์ สวิตช์ และอุปกรณ์ตัดตอนในระบบจำหน่าย (ตั้งแต่ 22 kV ขึ้นไป) ต้องมีคุณสมบัติตามสเปค และต้องเป็นผลิตภัณฑ์จากผู้ผลิตที่มีประสบการณ์ไม่น้อยกว่า 3 ปี และเคยติดตั้งใช้งานโดยไม่มีปัญหา หรือผ่านการขึ้นทะเบียนกับ กฟภ. (PEA Product Acceptance/List) หรือผ่านการทดลองติดตั้งใช้งานแล้ว หรือผลิตภายใต้ใบอนุญาต (License) จากผู้ผลิตที่มีคุณสมบัติตามกำหนด
3. การรับประกันคุณภาพ: กำหนดระยะเวลาการรับประกันคุณภาพขั้นต่ำสำหรับพัสดุประเภทต่างๆ เช่น 1 ปี, 3 ปี, 5 ปี หรือตามที่ระบุในสเปค หากพัสดุชำรุดบกพร่อง ผู้ชนะการเสนอราคาต้องแก้ไขหรือเปลี่ยนใหม่ภายใน 30 วัน และรับผิดชอบค่าเสียหายหากเกิดอุบัติเหตุ
4. การชำระราคา: กฟภ. จะชำระราคาภายใน 30 วัน นับจากวันที่ตรวจรับพัสดุถูกต้องเรียบร้อยแล้ว
5. การตรวจสอบและทดสอบ: กฟภ. มีสิทธิส่งเจ้าหน้าที่เข้าตรวจสอบกระบวนการผลิต และอาจมีค่าบริการทดสอบตามอัตราที่กำหนด
6. การป้องกันการทุจริต: โครงการที่มีวงเงินตั้งแต่ 300 ล้านบาทขึ้นไป ผู้เข้าร่วมเสนอราคาต้องมีนโยบายป้องกันการทุจริต และอาจต้องจัดทำข้อตกลงคุณธรรม (Integrity Pact)

เงื่อนไขเหล่านี้มีความสำคัญอย่างยิ่งต่อผู้ที่สนใจเข้าร่วมการเสนอราคา เพื่อให้สามารถเตรียมเอกสารและปฏิบัติตามข้อกำหนดได้อย่างถูกต้องครบถ้วน

3. Quality Warranty: Minimum warranty periods are specified for various items (e.g., 1, 3, 5 years, or as per specification). The winning bidder must rectify or replace defective goods within 30 days and is liable for any resulting damages.
4. Payment: PEA will make payments within 30 days after successful inspection and acceptance of delivered goods.
5. Inspection and Testing: PEA reserves the right to inspect manufacturing processes and may charge testing fees according to its rates.
6. Anti-Corruption: For projects valued at 300 million Baht or more, bidders must have anti-corruption policies and may be required to enter into an Integrity Pact.
