สำนักงานคณะกรรมการคุ้มครองผู้บริโภค (สคบ.) มีความประสงค์จะจ้างพัฒนาระบบบริการดิจิทัลที่เพิ่มความโปร่งใสและน่าเชื่อถือของข้อมูลสินค้าและบริการสำหรับผู้บริโภค โดยใช้งบประมาณประจำปี 2568 จำนวน 8,749,600 บาท ระยะเวลาดำเนินโครงการ 270 วัน นับจากวันลงนามสัญญา

โครงการนี้มีวัตถุประสงค์หลักเพื่อพัฒนาระบบ OCPB DataSure ซึ่งจะเป็นช่องทางให้ผู้ประกอบธุรกิจยื่นขอรับรองข้อมูลฉลากสินค้า สัญญา หลักฐานการรับเงิน และโฆษณา ผ่านกระบวนการตรวจสอบของคณะกรรมการด้านต่าง ๆ ของ สคบ. โดยระบบจะมอบหมายเลขรับรองและ QR Code สำหรับสินค้าที่ผ่านการพิจารณา ผู้บริโภคสามารถสแกน QR Code บนฉลากหรือสื่อโฆษณาเพื่อเข้าถึงข้อมูลผลิตภัณฑ์ที่ได้รับการรับรองจาก สคบ. ได้ทันที ทำให้ผู้บริโภคมั่นใจในข้อมูลก่อนตัดสินใจซื้อ

ขอบเขตงานครอบคลุมการจัดทำแผนโครงการ การศึกษาและวิเคราะห์ระบบงานเดิมของ สคบ. การพัฒนาระบบหลักตามมาตรฐานความปลอดภัย (ISO/IEC 27001 หรือ NIST Cybersecurity Framework 2.0) ซึ่งประกอบด้วยระบบย่อยต่างๆ เช่น ระบบลงทะเบียนผู้ประกอบธุรกิจ, ระบบยื่นและตรวจสอบคำขอรับรอง, ระบบบริหารจัดการ QR Code, ระบบพอร์ทัลสำหรับผู้บริโภค, ระบบรายงาน และระบบเชื่อมโยงข้อมูลกับหน่วยงานภายนอก (เช่น DBD, กรมการปกครอง) นอกจากนี้ยังรวมถึงการทดสอบระบบอย่างละเอียด การฝึกอบรมผู้ใช้งานไม่น้อยกว่า 60 คน และการจัดงานประชาสัมพันธ์ระบบเพื่อสร้างการรับรู้แก่สาธารณะ

The Office of the Consumer Protection Board (OCPB) is inviting bids for the development of the “Product Information Verification Service System (OCPB DataSure)” project, with a budget of 8,749,600 THB and an implementation period of 270 days.

The primary objective is to develop a digital platform that enhances transparency and reliability of product information for consumers. The core scope involves building a system where businesses can submit product labels, contracts, receipts, and advertisements for review and certification by OCPB committees. Upon approval, the system will generate a QR code for the certified product. Consumers can scan this QR code on the label or advertisement to instantly access verified product information from the OCPB, thereby increasing consumer confidence.

The project’s comprehensive scope includes project planning, analysis and integration with existing OCPB systems, development of the main system adhering to security standards (ISO/IEC 27001 or NIST Cybersecurity Framework 2.0), which encompasses various subsystems (business registration, application submission and inspection, QR code management, consumer portal, reporting, and data integration with external agencies). It also covers thorough system testing, user training for at least 60 participants, and a public relations event to promote awareness of the new system.
