เทศบาลนครเชียงใหม่เปิดโครงการจัดงานประเพณีสงกรานต์ หรือ “ป๋าเวณีปีใหม่เมืองเจียงใหม่” ประจำปี 2569 เพื่อส่งเสริมและอนุรักษ์ศิลปวัฒนธรรม จารีตประเพณี และภูมิปัญญาท้องถิ่นล้านนา สร้างการรับรู้ทั้งในประเทศและต่างประเทศ กระตุ้นเศรษฐกิจและการท่องเที่ยวเชิงวัฒนธรรม ตลอดจนสร้างความสามัคคีในชุมชน

ขอบเขตการดำเนินงานครอบคลุมกิจกรรมหลัก 4 ด้าน ได้แก่

1. กิจกรรมงานประเพณี: จัดพิธีทางศาสนา เช่น พิธีบวงสรวงเศียรท้าวกบิลพรหม (พร้อมเครื่องบวงสรวงครบชุด) และพิธีทำบุญตักบาตรวันขึ้นปีใหม่ พิธีเปิดงาน ขบวนอัญเชิญน้ำศักดิ์สิทธิ์จากวัดบุพพารามและวัดดับภัย ขบวนแห่พระพุทธสิหิงค์ ขบวนแห่ไม้ค้ำสะหลี และขบวนแห่ทางวัฒนธรรม
2. กิจกรรมประกวดวัฒนธรรม: จัดการแข่งขันและประกวดต่างๆ เช่น ทำลาบพื้นเมือง เครื่องสักการะล้านนา เจดีย์ทราย ประดิษฐ์ตุงล้านนา ตีกลองปู่จา แม่ญิงขี่รถถีบกางจ้อง และเทพี-เทพบุตรสงกรานต์เชียงใหม่
3. กิจกรรมอนุรักษ์ศิลปวัฒนธรรม: จัดพื้นที่แสดงผลงานและภูมิปัญญา เช่น ข่วงวัฒนธรรมสล่าศิลปินล้านนา ช่วงตุงไจย ไชยมงคล และเจดีย์ทรายสุดสาว
4. กิจกรรมการแสดงและดนตรี: จัดการแสดงศิลปวัฒนธรรมพื้นถิ่นและร่วมสมัย กิจกรรมย้อนวันวานสงกรานต์ การแสดงที่คลองแม่ข่า กิจกรรมชมหนังกลางแปลง และกิจกรรมทำบุญ 11 วัดมงคล

ผู้เสนอราคาต้องนำเสนอแนวคิด (Concept) การจัดงานทั้งหมด วางผังบริเวณ (Layout) แผนผังพื้นที่ (Floor Plan) แบบ Perspective และแผนการดำเนินงาน (Action Plan) พร้อมทีมงานที่ชัดเจน รวมถึงจัดเตรียมสถานที่ อุปกรณ์ การตกแต่งเวทีหลักขนาดใหญ่ (ไม่น้อยกว่า 12x17 เมตร) พร้อมฉากเวทีตกแต่งอย่างประณีต อุปกรณ์แสง สี เสียงที่ได้มาตรฐาน และรับผิดชอบการอำนวยความสะดวกตลอดระยะเวลาจัดงาน

The Chiang Mai Municipality is launching a project to organize the Songkran Festival or “Pa Weni Pi Mai Mueang Chiang Mai” for the year 2026. The project aims to promote and preserve Lanna art, culture, traditions, and local wisdom, enhancing its recognition domestically and internationally, stimulating the economy and cultural tourism, and fostering community unity.

The scope of work encompasses four main activity areas:

1. Traditional Ceremonial Activities: Organizing religious ceremonies such as the worship ceremony for the head of Thao Kabinlaphrom (with a complete set of ceremonial items) and the alms-giving ceremony on New Year’s Day, the opening ceremony, processions to invite sacred water from Wat Buppharam and Wat Dap Pai, processions for the Phra Buddha Sihing image and the “Mai Kham Sali” (supporting pole), and cultural parades.
2. Cultural Competitions: Organizing various competitions and contests, such as making local-style “Larb”, Lanna offerings, sand pagodas, crafting Lanna flags (“Tung”), “Poo Ja” drum beating, “Mae Ying” bicycle riding with parasols, and Miss/Mr. Songkran Chiang Mai.
3. Cultural Preservation Activities: Setting up exhibition areas for artworks and wisdom, such as the Lanna artists’ cultural ground, auspicious flag area, and sand pagoda displays.
4. Performances and Music: Organizing local and contemporary cultural performances, nostalgic Songkran activities, performances at Khlong Mae Kha, open-air cinema, and merit-making at 11 auspicious temples.

Bidders must propose an overall event concept, site layout, floor plans, perspective drawings, and a detailed action plan with a clear team structure. They are also responsible for providing the venue, equipment, decorating a main stage (minimum 12x17 meters) with elaborate backdrops, providing standard light and sound systems, and facilitating all operations throughout the event period.
