มหาวิทยาลัยขอนแก่น โดยคณะแพทยศาสตร์ โรงพยาบาลศรีนครินทร์ มีความจำเป็นต้องจัดซื้อถุงผ้าเปื้อน จำนวน 5 รายการ ได้แก่ สีแดง (700 ผืน), สีเขียว (350 ผืน), สีน้ำเงิน (1,000 ผืน), สีเหลือง (400 ใบ) และสีม่วง (100 ผืน) รวมทั้งสิ้น 2,550 ผืน/ใบ เพื่อสนับสนุนการบริการผู้ป่วยในหอผู้ป่วยและหน่วยงานต่างๆ วัตถุประสงค์หลักคือเพื่อให้มีวัสดุเพียงพอต่อการใช้งาน ผู้เสนอราคาต้องมีคุณสมบัติครบถ้วนตามกฎหมายและระเบียบการจัดซื้อจัดจ้างภาครัฐ รวมถึงต้องลงทะเบียนในระบบ E-GP คุณลักษณะเฉพาะของถุงผ้าได้ระบุขนาด วัสดุ การตัดเย็บ และการสกรีนชื่อโรงพยาบาลไว้อย่างละเอียด ผู้เสนอราคาต้องนำตัวอย่างมาประกอบการพิจารณาภายใน 10 วันทำการ และวัสดุที่ส่งมอบต้องมีคุณภาพคงทน ไม่หดตัว สีไม่ตกหลังการซัก ระยะเวลาส่งมอบภายใน 90 วันนับจากวันลงนามในสัญญา ณ หน่วยซักฟอก โรงพยาบาลศรีนครินทร์ เกณฑ์การพิจารณาคัดเลือกข้อเสนอคือราคาต่ำสุด และมีอัตราค่าปรับร้อยละ 0.20 ต่อวันหากส่งมอบล่าช้า
