โรงพยาบาลกระบี่มีความประสงค์จะจัดซื้อแก๊สออกซิเจนเหลวทางการแพทย์ เพื่อรองรับการใช้งานในภารกิจรักษาพยาบาลและฟื้นฟูสภาพผู้ป่วยอย่างต่อเนื่องและปลอดภัยตลอดระยะเวลา 1 ปี โดยโครงการนี้มีวัตถุประสงค์หลักเพื่อให้มีปริมาณแก๊สออกซิเจนที่เพียงพอต่อความต้องการของโรงพยาบาลในทุกสถานการณ์

ขอบเขตของงานประกอบด้วยการจัดหาแก๊สออกซิเจนเหลวที่มีความบริสุทธิ์ตามมาตรฐาน มอก.540-2564 และการบริหารจัดการระบบจัดเก็บ โดยผู้รับจ้างต้องจัดหาถังเก็บแก๊สออกซิเจนเหลวมาตรฐาน ASME ขนาดความจุไม่น้อยกว่า 10,000 ลิตร พร้อมติดตั้งระบบ Vaporizer เพื่อเปลี่ยนสถานะแก๊ส และระบบปรับลดแรงดันที่เหมาะสมกับการใช้งานของโรงพยาบาล นอกจากนี้ยังรวมถึงการก่อสร้างฐานรากแบบเข็มเจาะ (สำหรับผู้ขายรายใหม่) และการติดตั้งระบบสัญญาณเตือนภัยทั้งแสงและเสียง

ในด้านความปลอดภัยและการบริหารจัดการ ผู้ขายต้องมีระบบ Tele-monitoring ที่สามารถตรวจสอบระดับแก๊สและแรงดันผ่านแอปพลิเคชัน (iOS/Android) และเว็บไซต์ได้ตลอด 24 ชั่วโมง พร้อมทั้งต้องมีแผนการซ่อมบำรุงทุก 4-6 เดือน และมีบริการฉุกเฉินที่สามารถเข้าดำเนินการได้ภายใน 4 ชั่วโมง โดยต้องมีการสำรองแก๊สออกซิเจนแบบท่อความดันสูงไม่น้อยกว่า 40 ท่อ เพื่อป้องกันการขาดแคลนแก๊สในระหว่างการซ่อมบำรุงหรือเกิดเหตุฉุกเฉิน

Krabi Hospital is seeking a supplier for Medical Liquid Oxygen to support patient treatment and rehabilitation services for a 1-year period. The project aims to ensure a continuous, safe, and sufficient supply of medical-grade oxygen. The scope includes the procurement of liquid oxygen compliant with TIS 540-2564 standards and the provision of a storage system featuring a tank with a minimum capacity of 10,000 liters (ASME standard).

The contractor is responsible for installing the storage tank, including bored pile foundations (for new suppliers), vaporizers, and pressure-regulating systems. A critical requirement is the implementation of a 24/7 Tele-monitoring system accessible via mobile applications and websites for real-time tracking of oxygen levels and pressure. Safety measures include visual and audible alarm systems, a 24-hour emergency response service within 4 hours, and a backup supply of at least 40 high-pressure oxygen cylinders. The supplier must also provide comprehensive insurance coverage of at least 500 million THB and conduct bi-annual staff training on safety and usage.
