โครงการจัดซื้อเหล็กเส้นกลมม้วน ขนาดเส้นผ่านศูนย์กลาง ๖ มม. นี้ มีวัตถุประสงค์หลักเพื่อจัดหาวัสดุเหล็กเส้นกลมม้วนที่มีคุณภาพตามมาตรฐาน มอก. ๗๔๗-๒๕๖๔ เพื่อนำไปใช้ในการเสริมคอนกรีต โดยเหล็กเส้นกลมม้วนที่จัดซื้อจะต้องมีขนาดเส้นผ่านศูนย์กลาง ๖ มิลลิเมตร มีค่าความคลาดเคลื่อนไม่เกิน ๐.๑ มิลลิเมตร น้ำหนักสุทธิแต่ละขดประมาณ ๑๐๐ กิโลกรัม (± ๑๐ กก.) และมีความสามารถทนแรงดึงได้ไม่น้อยกว่า ๕๕๐ เมกะพาสคัล ผู้ยื่นข้อเสนอมีหน้าที่รับผิดชอบในการส่งมอบพัสดุให้ครบถ้วนตามจำนวนและทันตามกำหนดเวลาที่ระบุในสัญญาซื้อขาย โดยจะต้องดำเนินการจัดเรียงเข้าคลังพัสดุของการไฟฟ้านครหลวง ณ คลังพัสดุในบริเวณที่ทำการฝ่ายธุรกิจขนส่งและผลิตภัณฑ์ การไฟฟ้านครหลวง ให้เรียบร้อย สะดวกต่อการตรวจนับและรับพัสดุ พร้อมทั้งจัดหาแรงงาน เครื่องมือ วัสดุ อุปกรณ์ที่เหมาะสม และต้องปฏิบัติตามมาตรการความปลอดภัยอย่างเคร่งครัด รวมถึงการสวมใส่อุปกรณ์คุ้มครองความปลอดภัยส่วนบุคคล (PPE) และปฏิบัติตามระบบการจัดการอาชีวอนามัยและความปลอดภัยที่กำหนด การตรวจรับพัสดุจะกระทำโดยคณะกรรมการตรวจรับพัสดุของการไฟฟ้านครหลวงเป็นประจำทุกวันทำการ โดยใช้วิธีการชั่งน้ำหนักตามเกณฑ์ มอก. ๗๔๗-๒๕๖๔ และอาจมีการสุ่มตัวอย่างเพื่อทดสอบคุณสมบัติความต้านทานแรงดึงและการดัดโค้งเย็น ณ หน่วยงานที่เชี่ยวชาญ โดยผู้ยื่นข้อเสนอจะเป็นผู้รับผิดชอบค่าใช้จ่ายในการทดสอบดังกล่าว หากผลการตรวจรับไม่ถูกต้องครบถ้วนหรือไม่เป็นไปตามสัญญา การไฟฟ้านครหลวงสงวนสิทธิ์ในการไม่รับพัสดุ และผู้ยื่นข้อเสนอต้องดำเนินการแก้ไขหรือนำกลับคืนโดยเร็วที่สุด โดยไม่สามารถอ้างเหตุเพื่อขอดหรือลดค่าปรับได้

This project involves the procurement of steel wire coils with a diameter of 6 mm, as specified in the contract. The primary objective is to supply steel wire coils that meet the TIS 747-2564 standard for concrete reinforcement. The coils must have a diameter of 6 mm with a tolerance not exceeding 0.1 mm, a net weight of approximately 100 kg (± 10 kg) per coil, and a tensile strength of at least 550 MPa. Bidders are responsible for delivering the complete quantity of materials on schedule, as stipulated in the purchase agreement. Delivery must include proper stacking and arrangement within the warehouse of the Metropolitan Electricity Authority’s (MEA) Transportation and Products Business Department, ensuring ease of counting and acceptance. Bidders must provide labor, tools, and equipment, adhere to safety regulations, including the use of Personal Protective Equipment (PPE), and comply with the occupational health and safety management system. The MEA’s inspection committee will conduct regular inspections on weekdays, using weight measurement according to TIS 747-2564. Random samples may be selected for tensile strength and cold bending tests at specialized government agencies, with the bidder bearing the testing costs. If the delivered materials do not conform to the contract specifications, the MEA reserves the right to reject them, and the bidder must rectify or return the materials promptly without claiming extensions or reductions in penalties.
