ร่างขอบเขตของงาน (TOR) โครงการจ้างพัฒนาระบบสะสมแต้มและแลกของรางวัล (Redeem) ของการไฟฟ้าส่วนภูมิภาค จัดทำขึ้นตามแผนปฏิบัติการดิจิทัลและนโยบาย PEA MOVE เพื่อสร้างแรงจูงใจและการมีส่วนร่วมของบุคลากร (Employee Experience & Engagement) ผ่านกลไก Gamification โดยระบบถูกออกแบบเป็น Responsive Web Application ที่รองรับทุกอุปกรณ์ มีขอบเขตการทำงานหลัก 4 กลุ่ม ได้แก่ ผู้ใช้งานทั่วไป (สะสมแต้ม ทำภารกิจ เช็กอิน QR Code ดูกระดานจัดอันดับ แลกของรางวัล/คูปอง), Admin หน่วยงาน (สร้างและบริหารกิจกรรมทั้งแบบ In-app และ On-site แจกแต้ม ดูรายงาน), Super Admin (บริหารจัดการภาพรวม โควตาแต้ม สิทธิ์ และดึงแต้มคืน) และ Vendor จัดหาของรางวัล (จัดการสต็อกและสถานะการจัดส่ง/คูปอง)
การพัฒนาระบบต้องเป็นไปตามมาตรฐานเทคโนโลยีระดับสูง ได้แก่ สถาปัตยกรรม Microservices, 12-Factor App, การเชื่อมต่อระบบยืนยันตัวตน Keycloak (SSO) และ ThaiD, การใช้ Docker, CI/CD บน GitLab Runner และฐานข้อมูล PostgreSQL ที่รองรับการทำงานพร้อมกันได้ไม่น้อยกว่า 28,000 คน รวมถึงต้องผ่านเกณฑ์ทดสอบความปลอดภัยด้านซอฟต์แวร์ด้วยเครื่องมือมาตรฐาน เช่น Fortify และ Black Duck กำหนดระยะเวลาการจ้าง 240 วัน แบ่งส่งมอบงานเป็น 4 งวด ภายใต้วงเงินงบประมาณ 2,862,250 บาท (รวม VAT)

Terms of Reference (TOR) for the Development of the Point Collection and Reward Redemption System (Redeem) for the Provincial Electricity Authority (PEA). The objective is to enhance employee engagement and motivation through Gamification mechanisms. The system will be developed as a Responsive Web Application supporting four primary user roles: End Users (point collection, missions, QR code check-in, leaderboards, reward/coupon redemption), Department Admins (event creation, mission management, manual point distribution), Super Admins (overall quota management, role permissions, point revocation), and Vendors (reward catalog management, order fulfillment). The platform adopts a Microservices architecture adhering to 12-Factor App principles, utilizing TypeScript/Next.js for Frontend, TypeScript or Go for Backend, PostgreSQL, and SSO authentication via Keycloak and ThaiD. The system must support at least 28,000 concurrent users and pass stringent DevSecOps/security scans (Fortify SCA/WebInspect, Black Duck). The project duration is 240 days with 4 milestone deliverables under a total budget of 2,862,250 THB (VAT included).
