โครงการนี้เป็นการจัดซื้อรถยนต์ส่วนกลางประเภทรถบรรทุกดีเซล แบบดับเบิ้ลแค็บ 4 ประตู จำนวน 1 คัน โดยองค์การบริหารส่วนตำบลนามาลา อำเภอนาแห้ว จังหวัดเลย มีวัตถุประสงค์เพื่อใช้เป็นยานพาหนะในการปฏิบัติงานภารกิจต่างๆ ของหน่วยงาน เช่น การเดินทางไปติดต่อราชการ และการออกพื้นที่ให้บริการประชาชน รถบรรทุกที่จัดซื้อต้องมีคุณสมบัติตามที่กำหนด เช่น ขนาด 1 ตัน, ปริมาตรกระบอกสูบไม่ต่ำกว่า 2,400 ซีซี หรือกำลังเครื่องยนต์ไม่ต่ำกว่า 110 กิโลวัตต์, ขับเคลื่อน 2 ล้อ, เป็นรถยนต์สำเร็จรูปใหม่ล่าสุด ประกอบหรือผลิตในประเทศไทย มีระบบความปลอดภัยครบครัน และเป็นมิตรต่อสิ่งแวดล้อม วงเงินงบประมาณที่ตั้งไว้คือ 935,000 บาท การประกวดราคาจะใช้วิธีอิเล็กทรอนิกส์ (e-bidding) โดยพิจารณาจากราคาที่ต่ำที่สุด กำหนดส่งมอบภายใน 45 วันนับจากวันลงนามในสัญญา และมีการรับประกันคุณภาพไม่น้อยกว่า 3 ปี หรือ 900,000 กิโลเมตร
