โครงการจัดซื้อชุดให้สารละลายทางหลอดเลือดดำสำหรับผู้ใหญ่ ความยาว ๑๘๐ ซม. จำนวน ๑๒๖,๗๒๐ ชิ้น ดำเนินการโดยคลังพัสดุกลาง โรงพยาบาลราชพิพัฒน์ ภายใต้วงเงินงบประมาณ ๑,๑๐๖,๓๘๐.๐๐ บาท จากเงินนอกงบประมาณ ประเภทเงินกองทุนหลักประกันสุขภาพ วัตถุประสงค์หลักคือเพื่อสนับสนุนการให้บริการทางการแพทย์แก่ผู้ป่วยผู้ใหญ่ โดยการให้สารละลายทางหลอดเลือดดำจากขวดน้ำเกลือ ยา หรือสารอาหารอื่นๆ เพื่อให้การบริการเป็นไปอย่างต่อเนื่องและมีประสิทธิภาพ ผู้เสนอราคาจะต้องมีคุณสมบัติตามที่ระบุใน TOR เช่น มีความสามารถตามกฎหมาย ไม่เป็นบุคคลล้มละลาย หรือถูกระงับการยื่นข้อเสนอ และต้องลงทะเบียนในระบบ e-GP พร้อมทั้งมีมูลค่าสุทธิของกิจการตามเกณฑ์ที่กำหนด คุณลักษณะเฉพาะของชุดให้สารละลายฯ กำหนดให้ผลิตจากพลาสติก Medical Grade ชนิดไม่มี DEHP มีส่วนประกอบที่ได้มาตรฐาน เช่น Plastic Spike, Roller Clamp, Air Vent พร้อม Fluid Filter และสามารถใช้กับ Infusion Pump ได้ บรรจุภัณฑ์ต้องรักษาความปราศจากเชื้อได้ดี และผ่านการฆ่าเชื้อด้วย Ethylene Oxide สินค้าที่ส่งมอบต้องมีอายุการใช้งานไม่น้อยกว่า ๒ ปี และผู้ขายต้องได้รับการแต่งตั้งเป็นตัวแทนจำหน่ายในประเทศไทย สัญญาจะเป็นแบบราคาคงที่ไม่จำกัดปริมาณ โดยจะมีการออกใบสั่งซื้อล่วงหน้า การส่งมอบสินค้าต้องเสร็จสิ้นภายใน ๓๖๕ วันนับจากวันลงนามในสัญญา การจ่ายเงินจะดำเนินการภายใน ๖๐ วันทำการหลังการรับมอบสินค้า มีการรับประกันคุณภาพสินค้า ๑ ปี และมีค่าปรับกรณีส่งมอบล่าช้าหรือจำนวนไม่ครบถ้วน การพิจารณาคัดเลือกข้อเสนอจะใช้เกณฑ์ราคาเป็นหลัก โดยหน่วยงานมีสิทธิ์ไม่รับราคาใดๆ เพื่อประโยชน์ของทางราชการ

This project involves the procurement of 126,720 units of adult intravenous fluid infusion sets, each 180 cm in length, with a budget of 1,106,380.00 Baht from non-budgetary funds (Health Security Fund). The objective is to ensure a continuous and efficient supply of these essential medical devices for adult patients receiving intravenous fluids, medications, or nutrients. Bidders must meet specific qualifications outlined in the Terms of Reference (TOR), including legal capacity, financial stability, and registration in the e-GP system. The technical specifications require the infusion sets to be made from medical-grade, DEHP-free PVC, with features like a spike, roller clamp, and an air vent with a bacterial filter. The product must be sterile, have a shelf life of at least 2 years, and the supplier must be an authorized distributor in Thailand. The contract will be a fixed-price, indefinite-quantity agreement, with delivery required within 365 days of signing. Payment will be made within 60 working days of acceptance, and a one-year warranty is required. The selection criteria will be primarily based on price, with the procuring entity reserving the right to reject any or all bids.
