โครงการจ้างเหมากฤตภาคข่าวออนไลน์ ปีงบประมาณ 2570 โดยสำนักงานพัฒนาวิทยาศาสตร์และเทคโนโลยีแห่งชาติ (สวทช.) จัดตั้งขึ้นเพื่อจัดหาผู้ให้บริการที่มีความเชี่ยวชาญในการรวบรวม ติดตาม และวิเคราะห์ข่าวสารที่เกี่ยวข้องกับ สวทช. และหน่วยงานในสังกัด (เช่น NECTEC, BIOTEC, MTEC, NANOTEC, ENTEC เป็นต้น) จากสื่อหลากหลายช่องทาง ได้แก่ สื่อสิ่งพิมพ์ในประเทศ สื่อออนไลน์ เว็บไซต์ข่าวทั้งในและต่างประเทศ และสื่อสังคมออนไลน์ (Facebook, X, Instagram, YouTube, TikTok, Forums, Blogs) รวมถึงการมอนิเตอร์ข่าวจากฟรีทีวี 6 ช่องหลัก
ขอบเขตงานครอบคลุมการจัดทำระบบ Clipping News ออนไลน์ที่รองรับการค้นหาแบบข้อความเต็ม (Full-text Search) การจัดหมวดหมู่ข่าวตามโครงสร้างองค์กรและคลัสเตอร์งานวิจัย การส่งข่าวรายวันทางอีเมลแก่ผู้ใช้ไม่น้อยกว่า 40 บัญชี และระบบแจ้งเตือนข่าวลบหรือข่าวที่มีผลกระทบต่อภาพลักษณ์ไปยังกลุ่มไลน์ผู้บริหารทันที นอกจากนี้ยังต้องมีระบบ Integrated Platform (Social Listening) ที่สามารถวิเคราะห์ความรู้สึก (Sentiment Analysis) วัดค่าการมีส่วนร่วม (Engagement) และแสดงผลผ่าน Dashboard ที่ปรับแต่งได้ โดยรองรับปริมาณข้อมูลสูงสุด 800,000 ข้อความตลอดอายุสัญญา 12 เดือน งบประมาณโครงการ 1,200,000 บาท (รวมภาษีมูลค่าเพิ่ม) ชำระเงินแบ่งเป็น 12 งวดรายเดือนเท่าๆ กัน

The National Science and Technology Development Agency (NSTDA) is seeking a qualified contractor for the “Online News Clipping and Social Listening Services for Fiscal Year 2027” project. The objective is to provide a comprehensive, systematic system for monitoring, collecting, and analyzing news and media coverage related to NSTDA and its national centers (such as NECTEC, BIOTEC, MTEC, NANOTEC, and ENTEC) across various media channels, including domestic print media, online news websites, and social media platforms (Facebook, X, Instagram, YouTube, TikTok, forums, and blogs), as well as monitoring 6 free TV channels.
The scope of work includes providing an online clipping system for at least 5 users, delivering daily news directly to over 40 email accounts, and implementing an instant alert system for negative news via a Line Group for executives. The contractor must also provide an Integrated Platform (Social Listening tool) with features like Sentiment Analysis, engagement tracking, customizable dashboards, and full-text search capabilities, supporting up to 800,000 messages over the 12-month contract period. The total budget is 1,200,000 THB (including 7% VAT), payable in 12 equal monthly installments.
