โครงการประกวดราคาซื้อหมึกพิมพ์ จำนวน 25 รายการ ด้วยวิธีประกวดราคาอิเล็กทรอนิกส์ (e-bidding) มีวัตถุประสงค์หลักเพื่อจัดหาหมึกพิมพ์สำหรับเครื่องพิมพ์ HP และ Brother รุ่นต่างๆ ให้พร้อมใช้งานภายในหน่วยงาน โดยมีรายการหมึกพิมพ์ที่ต้องการจัดซื้อรวมทั้งสิ้น 436 ตลับ ครอบคลุมทั้งหมึกสีและหมึกขาวดำ ผู้เสนอราคาจะต้องมีคุณสมบัติเป็นตัวแทนจำหน่ายที่ได้รับการแต่งตั้งอย่างเป็นทางการจากผู้ผลิตหรือตัวแทนจำหน่ายในประเทศไทย พร้อมทั้งมีหนังสือรับรองผลิตภัณฑ์ที่ชัดเจน หมึกพิมพ์ที่เสนอต้องเป็นของใหม่ ของแท้ ไม่เคยผ่านการใช้งานมาก่อน ไม่ใช่ของ Refill/Reuse หรือ Remanufactured และต้องสามารถใช้งานร่วมกับเครื่องพิมพ์ตามที่กำหนดได้โดยไม่มีการดัดแปลงใดๆ นอกจากนี้ ผู้เสนอราคาต้องรับประกันคุณภาพหมึกพิมพ์เป็นระยะเวลาไม่น้อยกว่า 1 ปี นับจากวันตรวจรับ และต้องเปลี่ยนตลับหมึกใหม่ให้ภายใน 3 วันทำการหากเกิดการชำรุดเสียหายหรือมีปัญหาในการใช้งาน รวมถึงรับผิดชอบค่าเสียหายที่อาจเกิดขึ้นกับเครื่องพิมพ์ของหน่วยงานอันเนื่องมาจากคุณภาพหมึกพิมพ์ที่ไม่ได้มาตรฐาน การพิจารณาคัดเลือกข้อเสนอจะใช้เกณฑ์ราคา โดยพิจารณาจากราคาต่ำสุดของแต่ละรายการ กำหนดการส่งมอบภายใน 30 วันหลังลงนามสัญญา และมีค่าปรับ 0.20% ต่อวันของราคาสินค้าที่ยังไม่ได้รับมอบ

This project is an electronic bidding (e-bidding) procurement for 25 types of printer ink cartridges. The objective is to supply HP and Brother printer ink cartridges to ensure continuous operational readiness. The scope includes a total of 436 cartridges, covering both color and monochrome inks. Bidders must be officially appointed distributors by the manufacturer or their authorized representatives in Thailand, possess product certificates, and offer new, genuine, unused ink cartridges that are not Refill/Reuse or Remanufactured. The ink must be compatible with the specified printers without modification. A warranty of at least 1 year from the acceptance date is required, with a commitment to replace faulty cartridges within 3 business days. Bidders are also responsible for any damages to the agency’s printers caused by substandard ink. The selection criterion is the lowest price for each item. Delivery is within 30 days after contract signing, with a penalty of 0.20% per day on the undelivered goods’ price.
