สำนักปลัดองค์การบริหารส่วนจังหวัดระยองมีความประสงค์จะดำเนินการจ้างเหมาซ่อมแซมไฟส่องสว่างสาธารณะภายในศูนย์บริการการพัฒนาปลวกแดงตามพระราชดำริ จังหวัดระยอง เนื่องจากตรวจพบความเสียหายจากการงัดแงะบริเวณตู้เก็บแบตเตอรี่ ทำให้แบตเตอรี่สูญหายและไฟส่องสว่างสาธารณะไม่สามารถใช้งานได้ โครงการนี้มีวัตถุประสงค์หลักเพื่อให้มีไฟฟ้าส่องสว่างเพียงพอต่อการใช้งานในเวลากลางคืน ป้องกันและลดอุบัติเหตุ อาชญากรรม และปัญหาการมั่วสุมของเยาวชน เพื่อยกระดับคุณภาพชีวิตและความปลอดภัยในชีวิตและทรัพย์สินของประชาชน รวมถึงเพิ่มประสิทธิภาพการให้บริการด้านไฟส่องสว่างสาธารณะและป้องกันความเสียหายซ้ำซ้อน ขอบเขตงานครอบคลุมการสำรวจเสาไฟโซลาร์เซลล์ การติดตั้งกุญแจล็อคตู้ควบคุมพร้อมกุญแจมาสเตอร์คีย์จำนวน 237 ต้น และการซ่อมแซม/เปลี่ยนอุปกรณ์สำคัญ ได้แก่ แบตเตอรี่ โคมไฟถนน แผงโซลาร์เซลล์ และเครื่องควบคุมการชาร์จ โดยอุปกรณ์ทั้งหมดต้องเป็นของใหม่ ไม่เคยผ่านการใช้งานมาก่อน และต้องมีคุณสมบัติตรงตามข้อกำหนดทางเทคนิคที่ระบุไว้ เช่น ประเภทแบตเตอรี่, เทคโนโลยี MPPT สำหรับเครื่องควบคุมการชาร์จ, ชนิดและกำลังไฟฟ้าของแผงโซลาร์เซลล์, และประสิทธิภาพของโคมไฟถนน LED นอกจากนี้ ผู้รับจ้างต้องปฏิบัติตามมาตรฐานการติดตั้งทางไฟฟ้าฯ และมีคุณสมบัติตามที่กำหนด

The Provincial Administrative Organization of Rayong intends to contract for the repair of public lighting within the Pluak Daeng Development Service Center Royal Initiative Project, Rayong Province. This is due to discovered damage from tampering with battery compartments, resulting in battery theft and non-functional public lighting. The project’s main objectives are to ensure adequate nighttime illumination, prevent and reduce accidents, crime, and youth loitering, thereby enhancing the quality of life and safety of citizens. It also aims to improve the efficiency of public lighting services and prevent further damage. The scope of work includes surveying solar street light poles, installing lockable control cabinets with master keys for 237 poles, and repairing/replacing key components such as batteries, street light fixtures, solar panels, and charge controllers. All equipment must be new, unused, and meet specified technical requirements, including battery type, MPPT technology for charge controllers, solar panel type and wattage, and LED fixture efficiency. The contractor must also adhere to electrical installation standards and meet all qualification criteria.
