โครงการจัดซื้อยา Empagliflozin ตามคุณลักษณะเฉพาะหมายเลข 6505 - M - 59 - S - 0045 ของกองทัพบก (พบ.) มีวัตถุประสงค์หลักเพื่อใช้ในการควบคุมระดับน้ำตาลในเลือดสำหรับผู้ป่วยโรคเบาหวานชนิดที่ 2 (Type 2 Diabetes) โดยกำหนดให้ตัวยาสำคัญคือ Empagliflozin ในรูปแบบยาเม็ดสำหรับรับประทาน
รายละเอียดของคุณลักษณะเฉพาะครอบคลุมตั้งแต่การออกแบบผลิตภัณฑ์ที่ต้องบรรจุในภาชนะปิดสนิท ฉลากต้องแสดงชื่อสามัญทางยา ขนาดความแรง วันผลิต วันหมดอายุ เลขที่ผลิต และเลขทะเบียนตำรับยาอย่างชัดเจน หีบห่อต้องมีความแข็งแรงและเป็นมาตรฐานเดียวกัน
ในด้านเกณฑ์การคัดเลือก ผู้เสนอราคาต้องเป็นผู้ผลิตหรือผู้แทนจำหน่ายที่มีหลักฐานการขึ้นทะเบียนตำรับยาในประเทศไทย และต้องมีหนังสือรับรองมาตรฐานการผลิต (GMP) ทั้งในกรณีผลิตในประเทศหรือนำเข้า นอกจากนี้ต้องมีหนังสือรับรองการตรวจวิเคราะห์ (Certificate of Analysis) ทั้งของผลิตภัณฑ์ยาและวัตถุดิบตัวยาสำคัญ (Active Ingredient)
เงื่อนไขสำคัญในการส่งมอบคือ ยาต้องมีอายุการใช้งานไม่น้อยกว่า 1 ปี ณ วันส่งมอบ (เว้นแต่จะกำหนดเป็นอย่างอื่น) และผู้ขายมีพันธะผูกพันในการรับเปลี่ยนยาที่ใกล้หมดอายุเป็นยาใหม่ที่มีอายุการใช้งานยาวขึ้น เพื่อให้เกิดประโยชน์สูงสุดต่อการรักษาผู้ป่วยและการบริหารเวชภัณฑ์ของทางราชการ

This procurement project is for Empagliflozin tablets, following the medical specification No. 094/59 of the Royal Thai Army Medical Department. The primary objective is to control blood sugar levels in patients with Type 2 Diabetes at Camp Kritsivara Hospital. The medication must be in oral tablet form, stored in tightly sealed containers with clear labeling including generic name, strength, manufacturing/expiry dates, lot number, and drug registration number. Bidders must be authorized manufacturers or distributors with valid Thai drug registration and Good Manufacturing Practice (GMP) certification. Key requirements include providing a Certificate of Analysis (COA) for both the finished product and the active pharmaceutical ingredients. Delivered products must have a shelf life of at least one year from the delivery date, and the supplier is required to exchange near-expiry stocks for newer batches to ensure patient safety and resource efficiency.
