สำนักงานสาธารณสุขจังหวัดหนองบัวลำภู มีความประสงค์จะจัดซื้อตู้เก็บเลือด ขนาดไม่น้อยกว่า ๒๐ คิว จำนวน ๕ เครื่อง เพื่อสนับสนุนการดำเนินงานของธนาคารเลือด โดยใช้งบประมาณค่าบริการทางการแพทย์ที่เบิกจ่ายในลักษณะงบลงทุน (งบค่าเสื่อม) ปีงบประมาณ ๒๕๖๙ วงเงินงบประมาณ ๒,๕๐๐,๐๐๐ บาท โครงการนี้กำหนดให้ผู้ยื่นข้อเสนอต้องมีคุณสมบัติเฉพาะตามที่ระบุ เช่น เป็นนิติบุคคลที่มีอาชีพขายพัสดุ มีมูลค่าสุทธิของกิจการ หรือมีวงเงินสินเชื่อตามที่กำหนด และต้องลงทะเบียนในระบบ e-GP ของกรมบัญชีกลาง คุณลักษณะเฉพาะของตู้เก็บเลือด ได้แก่ ความจุไม่น้อยกว่า ๕๐๐ ลิตร หรือ ๒๐ คิว สามารถเก็บถุงเลือดได้ไม่น้อยกว่า ๒๕๐ ถุง มีระบบควบคุมอุณหภูมิด้วยไมโครโพรเซสเซอร์ที่แม่นยำ (+/- ๑°C) มีระบบบันทึกและพิมพ์ข้อมูลอุณหภูมิอัตโนมัติ พร้อมแบตเตอรี่สำรองและระบบสัญญาณเตือนต่างๆ ผู้ผลิตต้องได้รับการรับรองมาตรฐาน ISO ๑๓๔๘๕ และผลิตภัณฑ์ต้องมีใบรับรองมาตรฐาน CE หรือ FDA หรือมาตรฐานสากลอื่น กำหนดเวลาส่งมอบพัสดุไม่เกิน ๖๐ วัน นับจากวันลงนามในสัญญา การพิจารณาคัดเลือกข้อเสนอจะใช้เกณฑ์ราคาเป็นหลัก การจ่ายเงินจะดำเนินการเมื่อส่งมอบและตรวจรับมอบงานเรียบร้อยแล้ว กำหนดอัตราค่าปรับร้อยละ ๐.๒๐ ต่อวัน และรับประกันความชำรุดบกพร่องไม่น้อยกว่า ๑ ปี

The procurement is funded by medical service budget allocated as capital expenditure (depreciation) for the fiscal year 2026, with an estimated budget of 2,500,000 Baht. Bidders must meet specific qualifications, including being a legal entity in the business of selling the specified goods, possessing a net worth or credit line as required, and being registered in the e-GP system. The blood refrigerator specifications include a capacity of at least 500 liters or 20 cubic feet, capable of storing at least 250 bags of 450ml blood.
