องค์การบริหารส่วนตำบลเหล่าไฮงาม อำเภอกุฉินารายณ์ จังหวัดกาฬสินธุ์ กำลังดำเนินการก่อสร้างถนนคอนกรีตเสริมเหล็ก รหัสทางหลวงท้องถิ่น กส.ถ.๑๕๑-๐๒๕ สายโป่งโมกไปนาคํา หมู่ที่ ๑๑ บ้านโนนยาง ตำบลเหล่าไฮงาม โดยมีขนาดความกว้าง 4 เมตร ความยาว 1,600 เมตร ความหนา 0.15 เมตร หรือมีพื้นที่ไม่น้อยกว่า 6,500 ตารางเมตร โครงการนี้ยังรวมถึงการติดตั้งโคมไฟถนนพลังงานแสงอาทิตย์แบบประกอบในชุดเดียวกัน (All in One Solar Street Light) ซึ่งเป็นนวัตกรรมไทย ระยะเวลาโครงการทั้งหมด 180 วัน นับจากวันลงนามในสัญญา โดยแบ่งการเบิกจ่ายเงินค่าก่อสร้างออกเป็น 3 งวดงาน งวดที่ 1 และ 2 จะเบิกจ่ายในอัตราร้อยละ 30 ของมูลค่าสัญญา เมื่อดำเนินงานแล้วเสร็จตามปริมาณที่กำหนด และผ่านการตรวจสอบจากผู้ควบคุมงานและคณะกรรมการตรวจรับพัสดุ งวดสุดท้าย (งวดที่ 3) จะเบิกจ่ายในอัตราร้อยละ 40 เมื่อดำเนินงานแล้วเสร็จทั้งหมด รวมถึงการติดตั้งโคมไฟถนนพลังงานแสงอาทิตย์ตามคุณสมบัติที่กำหนด ผู้รับจ้างต้องรับผิดชอบในการถอดแบบและคำนวณราคางานเอง และต้องใช้วัสดุที่ผลิตในประเทศไม่น้อยกว่าร้อยละ 50 ของมูลค่าวัสดุทั้งหมด โดยเฉพาะวัสดุที่เป็นเหล็กต้องใช้ผลิตภัณฑ์ภายในประเทศไม่น้อยกว่าร้อยละ 90 ผู้รับจ้างต้องเสนอแผนการใช้วัสดุที่ผลิตในประเทศตามที่กำหนด หากไม่ปฏิบัติตามอาจส่งผลให้สัญญาถูกยกเลิกได้

The Local Administrative Organization of Laohai-ngam Subdistrict, Kuchinarai District, Kalasin Province, is undertaking the construction of a reinforced concrete road, Local Highway Code KS.TH.151-025, on the Pong Mok to Na Kham route, Moo 11, Ban Non Yang, Laohai-ngam Subdistrict. The road will be 4 meters wide, 1,600 meters long, and 0.15 meters thick, with a minimum area of 6,500 square meters. The project also includes the installation of an integrated All-in-One Solar Street Light system, a Thai innovation. The project duration is 180 days from the contract signing date, with payments divided into three installments. The first and second installments, each at 30% of the contract value, will be disbursed upon completion of specified work quantities and inspection by the supervisor and the material inspection committee. The final installment (3rd) of 40% will be paid upon completion of all work, including the installation of the solar street lights according to the specified criteria. The contractor is responsible for design take-off and cost calculation. The project mandates the use of domestically produced construction materials, accounting for at least 50% of the total material cost, with steel products requiring at least 90% domestic content. The contractor must submit a plan for the use of domestic materials as specified; failure to comply may result in contract termination.
