กองสาธารณสุขและสิ่งแวดล้อม องค์การบริหารส่วนตำบลท่าทราย จังหวัดสมุทรสาคร ดำเนินโครงการดูแลบุคคลที่มีภาวะพึ่งพิงให้เข้าถึงสิทธิประโยชน์ผ้าอ้อมสำเร็จรูป ประจำปีงบประมาณ พ.ศ. ๒๕๖๙ โดยมีวัตถุประสงค์หลักเพื่อสนับสนุนผ้าอ้อมผู้ใหญ่สำเร็จรูปเพิ่มเติมแก่กลุ่มบุคคลดังกล่าวตามสิทธิประโยชน์ในระบบหลักประกันสุขภาพแห่งชาติ เพื่อส่งเสริมให้มีสุขภาพอนามัยที่ดี มีคุณภาพชีวิตที่ดีขึ้น และลดภาระค่าใช้จ่ายของครอบครัว การจัดซื้อครั้งนี้เป็นการจัดซื้อผ้าอ้อมสำเร็จรูปตามคุณลักษณะเฉพาะที่กำหนด ซึ่งเน้นวัสดุคุณภาพ 5 ชั้น ได้แก่ Pulp, Polymer, Non-Woven, Polyethylene, Polyurethane, Hotmelt Adhesive มีคุณสมบัติการซึมซับของเหลวได้ดีเยี่ยมในแต่ละขนาด (S, M, L, XL) พร้อมแถบสีแสดงความเปียกชื้น ขาตั้งป้องกันการรั่วซึม ผิวด้านในนุ่มไม่ระคายเคืองผิว มีคุณสมบัติลดกลิ่นและต้านแบคทีเรีย ผลิตภัณฑ์ต้องเป็นของใหม่ บรรจุภัณฑ์ปิดสนิท ระบุรายละเอียดชัดเจน และมีอายุการใช้งานคงเหลือไม่ต่ำกว่า 2 ปี การจัดซื้อใช้วิธีประกวดราคาอิเล็กทรอนิกส์ (e-bidding) โดยจะพิจารณาคัดเลือกข้อเสนอตามเกณฑ์ราคา (ร้อยละ 30) และเกณฑ์คุณภาพ (ร้อยละ 70) ผู้เสนอราคาต้องส่งตัวอย่างสินค้าไซส์ L จำนวน 20 ชิ้นเพื่อทดสอบคุณภาพตามเกณฑ์ที่กำหนด เงื่อนไขการรับประกันคุณภาพสินค้าจนถึงสิ้นสุดสัญญาและอีก 90 วันหลังสิ้นสุดสัญญา กำหนดระยะเวลาส่งมอบภายใน 15 วันหลังลงนามในสัญญา อัตราค่าปรับกรณีส่งมอบล่าช้าคือร้อยละ 0.2 ของมูลค่าพัสดุที่ยังไม่ได้รับมอบ ราคากลางในการดำเนินงานอยู่ที่ 1,209,496 บาท
