โครงการจัดซื้อรถบรรทุก 6 ล้อ ติดตั้งเครื่องสับย่อยกิ่งไม้ ขนาดเส้นผ่าศูนย์กลางไม่น้อยกว่า 200 มม. และมีกำลังการผลิตไม่น้อยกว่า 10 ตันต่อชั่วโมง พร้อมอุปกรณ์ จำนวน 1 คัน โดยสำนักงานเขตปทุมวัน มีวัตถุประสงค์หลักเพื่อเพิ่มประสิทธิภาพในการบดย่อยและจัดเก็บเศษกิ่งไม้ที่ได้จากการตัดแต่งต้นไม้ใหญ่ตามแนวถนนและเกาะกลางในพื้นที่เขตปทุมวัน การจัดหารถคันนี้จะช่วยให้การปฏิบัติงานเป็นไปอย่างสะดวก รวดเร็ว และมีประสิทธิภาพ โดยเฉพาะอย่างยิ่งในสถานการณ์ที่มีข้อจำกัดด้านระยะเวลาการทำงานเนื่องจากการกีดขวางการจราจร ซึ่งเป็นภารกิจสำคัญของฝ่ายรักษาความสะอาดและสวนสาธารณะ เพื่อความปลอดภัยและปรับปรุงภูมิทัศน์ของพื้นที่

ขอบเขตงานประกอบด้วยการจัดหารถบรรทุก 6 ล้อ ที่มีคุณสมบัติเฉพาะ เช่น เครื่องยนต์ดีเซลไม่น้อยกว่า 240 แรงม้า ระบบส่งกำลังและห้ามล้อตามมาตรฐาน หัวเก๋งพร้อมอุปกรณ์อำนวยความสะดวก และระบบไฟฟ้าที่ครบครัน ตัวรถต้องพ่นสีเหลือง Highway Yellow พร้อมเครื่องหมายหน่วยงานและแผ่นสะท้อนแสงตามกฎหมาย ส่วนเครื่องสับย่อยกิ่งไม้ต้องมีกำลังไม่น้อยกว่า 125 แรงม้า สามารถสับย่อยกิ่งไม้ขนาดเส้นผ่าศูนย์กลางไม่น้อยกว่า 200 มม. มีกำลังการผลิตไม่น้อยกว่า 10 ตันต่อชั่วโมง พร้อมระบบลูกกลิ้งลำเลียง ใบมีดแบบสลับด้านได้ ระบบความปลอดภัยฉุกเฉิน และถังบรรจุเศษกิ่งไม้ขนาดไม่น้อยกว่า 4 ลูกบาศก์เมตรพร้อมระบบกำจัดเศษไม้และพ่นละอองน้ำ

ผู้เสนอราคาจะต้องเป็นผู้ผลิตหรือตัวแทนจำหน่ายที่ได้รับการแต่งตั้ง มีโรงงานที่ได้รับมาตรฐาน ISO 9000 และ 14001 รวมถึงใบอนุญาตประกอบกิจการโรงงาน (รง.4) และต้องมีศูนย์บริการในกรุงเทพฯ หรือปริมณฑลไม่น้อยกว่า 2 แห่ง นอกจากนี้ยังต้องรับประกันอะไหล่เครื่องสับย่อยกิ่งไม้ไม่น้อยกว่า 5 ปี และรับประกันคุณภาพตัวรถ 2 ปี หรือ 50,000 กิโลเมตร พร้อมบริการบำรุงรักษาและ Mobile Service ในช่วงรับประกัน การส่งมอบรถพร้อมจดทะเบียนต้องดำเนินการภายใน 180 วันนับจากวันลงนามในสัญญา โดยจะพิจารณาคัดเลือกผู้ชนะด้วยเกณฑ์ราคา

The Pathumwan District Office intends to procure one 6-wheel truck equipped with a wood chipper, capable of chipping branches with a diameter of not less than 200 mm and having a production capacity of not less than 10 tons per hour, along with its accessories. The primary objective is to enhance the efficiency of chipping and collecting pruned branches from large trees along roads and median strips within the Pathumwan District. This acquisition aims to ensure convenient, fast, and efficient operations, especially under time constraints due to traffic obstruction, which is a crucial task for the Sanitation and Public Parks Department to maintain safety and improve the district’s landscape.

The scope of work includes providing a 6-wheel truck with specific features such as a diesel engine of not less than 240 HP, standard transmission and braking systems, a cabin with amenities, and a complete electrical system. The truck must be painted Highway Yellow with agency markings and reflective sheeting as per regulations. The wood chipper must have an engine of not less than 125 HP, capable of chipping branches with a diameter of not less than 200 mm, and a production capacity of not less than 10 tons per hour. It must include hydraulic feed rollers, reversible chipping blades, emergency safety systems, and a shredded branch collection tank of not less than 4 cubic meters with a discharge system and water spray.

Bidders must be manufacturers or authorized distributors, with factories certified with ISO 9000 and 14001 standards, and a Factory License (Ror.4). They must also have at least two service centers in Bangkok or its vicinity. Furthermore, bidders are required to guarantee spare parts for the wood chipper for at least 5 years and provide a warranty for the truck for 2 years or 50,000 km, whichever comes first, including maintenance services and mobile service during the warranty period. Delivery of the fully registered vehicle must be completed within 180 days from the contract signing date. The winning bidder will be selected based on price.
