โครงการนี้จัดทำขึ้นโดยฝ่ายบริหารเทคโนโลยีดิจิทัล (ITD) เพื่อดำเนินการจัดหาเครื่องคอมพิวเตอร์ในรูปแบบการเช่าใช้บริการ จำนวนทั้งสิ้น 270 เครื่อง โดยมีวัตถุประสงค์หลักคือเพื่อทดแทนเครื่องคอมพิวเตอร์เดิมที่จะสิ้นสุดสัญญาเช่าในวันที่ 31 สิงหาคม 2569 และเพื่อให้มีเครื่องคอมพิวเตอร์เพียงพอต่อการใช้งานของบุคลากร กพท. ซึ่งมีกรอบอัตรากำลังรวม 710 คน เพื่อให้บุคลากรสามารถปฏิบัติหน้าที่ได้อย่างต่อเนื่อง มีประสิทธิภาพ และประสิทธิผล ระยะเวลาการเช่ากำหนดไว้ที่ 40 เดือน โดยแบ่งเป็นคอมพิวเตอร์โน้ตบุ๊กสำหรับผู้ตรวจสอบ 50 เครื่อง, สำหรับเจ้าหน้าที่เทคนิค 40 เครื่อง และสำหรับพนักงาน 180 เครื่อง ผู้ยื่นข้อเสนอจะต้องมีคุณสมบัติทางกฎหมายและคุณสมบัติเฉพาะตามที่ระบุในเอกสาร เช่น เป็นผู้มีอาชีพให้เช่าพัสดุ, มีมูลค่าสุทธิของกิจการตามเกณฑ์ที่กำหนด, มีผลงานบริการให้เช่าคอมพิวเตอร์และอุปกรณ์ต่อพ่วงในวงเงินไม่น้อยกว่า 9,000,000 บาท และต้องได้รับการแต่งตั้งเป็นตัวแทนจำหน่ายจากผู้ผลิตหรือตัวแทนจำหน่ายในประเทศไทย ผู้ให้เช่ามีหน้าที่จัดหา ติดตั้ง และบำรุงรักษาเครื่องคอมพิวเตอร์ตลอดระยะเวลาสัญญา รวมถึงจัดหาพนักงานประจำเพื่อประสานงานและแก้ไขปัญหา ณ ฝ่ายบริหารเทคโนโลยีดิจิทัล การพิจารณาคัดเลือกข้อเสนอจะใช้เกณฑ์ราคาเป็นหลัก

This project aims to lease a total of 270 notebook computers to replace existing ones whose rental contracts expire in August 2026, and to ensure sufficient computing resources for the 710 personnel of the Civil Aviation Authority of Thailand (CAAT). The lease period is set for 40 months, comprising 50 notebooks for inspectors, 40 for technical staff, and 180 for general staff. Bidders must meet specified legal and specific qualifications, including being in the business of equipment leasing, having a net worth that meets the required criteria, possessing a track record of computer and peripheral rental services valued at no less than 9,000,000 Baht, and being appointed as a distributor by the manufacturer or a domestic distributor. The lessor is responsible for providing, installing, and maintaining the computers throughout the lease term, as well as assigning a dedicated staff member for coordination and technical support at the CAAT’s Digital Technology Administration Department. The selection of proposals will be based primarily on price.
