เอกสารข้อกำหนดทางเทคนิคฉบับนี้ (RINS-002/2561) จัดทำโดยการไฟฟ้าส่วนภูมิภาค (กฟภ.) เพื่อกำหนดคุณสมบัติและมาตรฐานสำหรับฉนวนไฟฟ้าที่ใช้ในระบบสายส่งกำลังไฟฟ้าเหนือดินทั้งแรงดันสูง (สูงสุด 115 kV) และแรงดันต่ำ โดยมีวัตถุประสงค์เพื่อให้มั่นใจว่าฉนวนที่จัดซื้อมีคุณภาพ ความปลอดภัย และประสิทธิภาพตามมาตรฐานสากลและมาตรฐานของ กฟภ. ข้อกำหนดครอบคลุมถึงประเภทของฉนวนต่างๆ ได้แก่ ฉนวนแบบลูกถ้วย (Porcelain insulators) และฉนวนกระจกนิรภัย (Toughened glass insulators) ในรูปแบบต่างๆ เช่น แบบสปูล (Spool-type), แบบหมุด (Pin-type), แบบแขวน (Strain-type, Suspension-type), แบบ Line-post และแบบ Pin-post ผู้เสนอราคาจะต้องผลิตและทดสอบฉนวนตามมาตรฐาน มอก. (TIS) ที่เกี่ยวข้อง มาตรฐาน ANSI และ IEC โดย กฟภ. จะยอมรับรายงานผลการทดสอบตามมาตรฐานฉบับล่าสุด หรือฉบับก่อนหน้าหากไม่มีการเปลี่ยนแปลงที่สำคัญ นอกจากนี้ ผู้เสนอราคาต้องจัดส่งตัวอย่างฉนวนจำนวน 2 ตัวอย่างต่อรายการภายใน 5 วันทำการหลังปิดการขาย และ กฟภ. สงวนสิทธิ์ในการทดสอบตัวอย่างดังกล่าว หากผลการทดสอบไม่เป็นไปตามข้อกำหนด ผู้เสนอราคาจะถูกตัดสิทธิ์ การทดสอบที่สำคัญรวมถึงการทดสอบคุณสมบัติทางกลและทางไฟฟ้า (Mechanical and Electrical Strength Tests), การทดสอบด้วยแรงดันสูง (High Voltage Tests), การทดสอบการทนต่อแรงดันไฟฟ้ากระโชก (Impulse Tests) และการทดสอบพิเศษ เช่น Power Arc Test และ Steep Wave Front Impulse Test สำหรับฉนวนบางประเภท การทดสอบเหล่านี้ต้องดำเนินการโดยห้องปฏิบัติการที่ได้รับการรับรองตามมาตรฐาน ISO/IEC 17025 หรือห้องปฏิบัติการของหน่วยงานรัฐที่ กฟภ. ให้การยอมรับ ผู้เสนอราคาต้องรับผิดชอบค่าใช้จ่ายในการทดสอบทั้งหมด

This technical specification document (RINS-002/2561) is issued by the Provincial Electricity Authority (PEA) to define the properties and standards for electrical insulators used in overhead power transmission systems for both high voltage (up to 115 kV) and low voltage. The objective is to ensure that procured insulators meet quality, safety, and performance standards according to international and PEA’s requirements. The specifications cover various insulator types, including porcelain and toughened glass insulators in forms such as spool-type, pin-type, strain-type, suspension-type, line-post, and pin-post types. Bidders must manufacture and test insulators in accordance with relevant Thai Industrial Standards (TIS), ANSI, and IEC standards. PEA will accept test reports based on the latest standard editions or previous editions if there are no significant changes. Bidders are required to submit two samples of each insulator item within five working days after the bid closing date, and PEA reserves the right to test these samples. Bidders failing the tests will be disqualified. Key tests include Mechanical and Electrical Strength Tests, High Voltage Tests, Impulse Tests, and special tests such as Power Arc Test and Steep Wave Front Impulse Test for certain insulator types. These tests must be conducted by laboratories accredited according to ISO/IEC 17025 or by government laboratories approved by PEA. Bidders are responsible for all testing costs.
