โครงการปรับปรุงถนนรอบอ่างเก็บน้ำสระสุริโยทัย (NU Square) เป็นโครงการก่อสร้างที่ดำเนินการโดยมหาวิทยาลัยนเรศวร ณ อาคารอุทยานองค์สมเด็จพระนเรศวรมหาราช จังหวัดพิษณุโลก วัตถุประสงค์หลักของโครงการคือการปรับปรุงสภาพถนนบริเวณดังกล่าวให้มีคุณภาพดีขึ้น ปลอดภัยต่อการใช้งาน และส่งเสริมทัศนียภาพของพื้นที่ สัญญาที่ใช้ในการจัดจ้างเป็นสัญญาแบบปรับราคาได้ (Price Adjustment Clause) ซึ่งเป็นไปตามหลักเกณฑ์ที่กำหนดโดยกรมบัญชีกลาง โดยจะมีการปรับเพิ่มหรือลดค่างานตามการเปลี่ยนแปลงของดัชนีราคาวัสดุก่อสร้างที่จัดทำโดยกระทรวงพาณิชย์ การคำนวณค่าปรับราคาจะอ้างอิงตามสูตรและประเภทของงานที่ระบุไว้ในเอกสาร TOR ซึ่งครอบคลุมถึงการคำนวณค่า ESCALATION FACTOR (K) โดยพิจารณาจากดัชนีราคาวัสดุต่างๆ เช่น ดัชนีราคาผู้บริโภคทั่วไป ดัชนีราคาซีเมนต์ ดัชนีราคาวัสดุก่อสร้าง ดัชนีราคาเหล็ก ดัชนีราคาน้ำมัน และดัชนีราคาเครื่องจักรกล เป็นต้น การดำเนินการนี้มีเป้าหมายเพื่อให้เกิดความเป็นธรรมต่อทั้งผู้ว่าจ้างและผู้รับจ้างในการบริหารจัดการต้นทุนโครงการภายใต้สภาวะเศรษฐกิจที่ผันผวน

This project involves the improvement of roads around the Sae Suriyothai Reservoir (NU Square) located at the Phra Naresuan Maharaj Monument Park Building, Naresuan University, Phitsanulok Province. The primary objective is to enhance the condition, safety, and aesthetics of the roads in the specified area. The contract will utilize a Price Adjustment Clause, allowing for adjustments in payment based on changes in construction material price indices published by the Ministry of Commerce. The calculation of price adjustments will follow specific formulas and work categories outlined in the Terms of Reference (TOR), including the determination of the ESCALATION FACTOR (K) based on various price indices such as general consumer price index, cement price index, construction material price index, steel price index, diesel fuel price index, and machinery and equipment price index. This approach aims to ensure fairness for both the client and the contractor in managing project costs amidst economic fluctuations.
