ธนาคารแห่งประเทศไทย (ธปท.) มีวัตถุประสงค์ในการจัดจ้างนิติบุคคลที่จัดตั้งขึ้นตามกฎหมายไทย เพื่อจัดหาสร้อยคอทองคำเป็นของที่ระลึกแห่งการทำงานนาน ประจำปี 2569 ให้แก่พนักงานผู้มีอายุงานครบ 25 ปี, 35 ปี และ 40 ปีตามสิทธิ โครงการนี้มุ่งเน้นการจัดซื้อทองคำคุณภาพสูงที่ผลิตภายในประเทศ เพื่อเชิดชูและตอบแทนการทำงานของพนักงาน

ขอบเขตงานหลักคือการจัดหาสร้อยคอทองคำรวม 79 ชิ้น แบ่งเป็น:

• สร้อยคอทองคำลายผ่าหวาย (ไม่มีหัวจรวด) หนัก 50 สตางค์ (ไม่ต่ำกว่า 7.58 กรัม) ความยาวไม่น้อยกว่า 19 นิ้ว จำนวน 68 ชิ้น
• สร้อยคอทองคำลายผ่าหวาย (ไม่มีหัวจรวด) หนัก 1 บาท (ไม่ต่ำกว่า 15.16 กรัม) ความยาวไม่น้อยกว่า 26 นิ้ว จำนวน 5 ชิ้น
• สร้อยคอทองคำลายผ่าหวายตันตัดลายหัวจรวด หนัก 2 บาท (ไม่ต่ำกว่า 30.32 กรัม) ความยาวไม่น้อยกว่า 26 นิ้ว จำนวน 6 ชิ้น
  ทองคำทุกชิ้นต้องมีความบริสุทธิ์ไม่ต่ำกว่า 96.5% และเป็นพัสดุที่ผลิตภายในประเทศ

ผู้ขายจะต้องส่งมอบสร้อยคอทองคำพร้อมใบรับรองคุณสมบัติภายใน 30 วันนับจากวันลงนามในสัญญา ธปท. จะสุ่มตรวจสอบคุณภาพทองคำด้วยวิธี X-ray Fluorescence (XRF) ไม่น้อยกว่า 10% ของจำนวนทั้งหมด โดยยอมรับความคลาดเคลื่อนได้ไม่เกิน -0.5% หากผลการตรวจสอบไม่ผ่านเกณฑ์ ผู้ขายต้องรับผิดชอบค่าใช้จ่ายในการแก้ไขและตรวจสอบซ้ำ รวมถึงการตรวจสอบเพิ่มเติมหากผลการสุ่มตรวจไม่เป็นไปตามข้อกำหนดในสัดส่วนที่สูง

เงื่อนไขสำคัญอื่นๆ ได้แก่ การรับประกันความชำรุดบกพร่อง 30 วันนับจากวันตรวจรับ การรักษาข้อมูลความลับอย่างเคร่งครัด และการดำเนินการกรณีเกิด Cyber Incident ที่อาจส่งผลกระทบต่อผู้ซื้อ โดยผู้ขายต้องรายงานเหตุการณ์ภายใน 72 ชั่วโมง นอกจากนี้ ธปท. สงวนสิทธิ์ในการเพิ่มหรือลดจำนวนการสั่งซื้อตามความจำเป็น โดยคิดค่าใช้จ่ายตามราคาที่ตกลงในสัญญา และต้องทำความตกลงกันใหม่เป็นหนังสือ

The Bank of Thailand (BOT) aims to procure gold necklaces as long-service awards for the year 2569 (2026) for employees who have completed 25, 35, and 40 years of service. The project seeks to engage a legal entity established under Thai law to supply high-quality, domestically produced gold items to honor and reward its long-serving staff.

The scope of work involves supplying a total of 79 gold necklaces, categorized as follows:

• 68 pieces of gold necklaces, “Pha Wai” pattern (without pendant loop), weighing 50 satang (not less than 7.58 grams), with a minimum length of 19 inches.
• 5 pieces of gold necklaces, “Pha Wai” pattern (without pendant loop), weighing 1 baht (not less than 15.16 grams), with a minimum length of 26 inches.
• 6 pieces of solid “Pha Wai” pattern gold necklaces with a “Hua Jarod” cut, weighing 2 baht (not less than 30.32 grams), with a minimum length of 26 inches.
  All gold items must have a purity of not less than 96.5% and must be domestically manufactured.

The vendor is required to deliver the gold necklaces along with quality certificates for each piece within 30 days from the contract signing date. The BOT will randomly inspect the gold quality using X-ray Fluorescence (XRF) on at least 10% of the total quantity, allowing for a tolerance of no more than -0.5%. If the inspection results fail to meet the criteria, the vendor will be responsible for the costs of rectification and re-inspection, as well as additional inspections if a significant proportion of the sampled items fail.

Other key contract terms include a 30-day warranty against defects from the acceptance date, strict confidentiality requirements, and accountability in the event of a Cyber Incident that could affect the buyer, requiring the vendor to report within 72 hours. The BOT also reserves the right to adjust the order quantity (increase or decrease) as needed, with pricing based on the agreed contract rates, and requiring a new written agreement.
