มหาวิทยาลัยทักษิณ จัดจ้างผู้สอบบัญชีรับอนุญาตเพื่อตรวจสอบและรับรองงบการเงินสำหรับปีงบประมาณ พ.ศ. 2570 ตามพระราชบัญญัติมหาวิทยาลัยทักษิณ พ.ศ. 2551 และระเบียบคณะกรรมการตรวจเงินแผ่นดินว่าด้วยหลักเกณฑ์การพิจารณาให้ความเห็นชอบผู้สอบบัญชี พ.ศ. 2562 และฉบับที่ 2 พ.ศ. 2568 ซึ่งกำหนดให้ผู้สอบบัญชีต้องมีคุณสมบัติสูง ได้แก่ เป็นผู้สอบบัญชีรับอนุญาต (CPA) ที่ได้รับความเห็นชอบจากสำนักงาน ก.ล.ต. มีประสบการณ์ด้านการสอบบัญชีไม่น้อยกว่า 5 ปี ไม่เคยถูกเพิกถอนใบอนุญาต ไม่เป็นกรรมการหรือผู้ปฏิบัติงานในมหาวิทยาลัย หรือมีความเกี่ยวข้องกับบุคคลในตำแหน่งสำคัญของมหาวิทยาลัย ผู้สอบบัญชีต้องสังกัดสำนักงานสอบบัญชีที่จดทะเบียนตามกฎหมายวิชาชีพบัญชี และต้องมีผู้ช่วยผู้สอบบัญชีที่มีคุณสมบัติเฉพาะด้าน เช่น วุฒิการศึกษาไม่ต่ำกว่าปริญญาตรี และมีประสบการณ์ด้านการตรวจสอบการเงินหรือระบบควบคุมภายใน ผู้สอบบัญชีต้องไม่เคยเป็นผู้ลงลายมือชื่อในรายงานการสอบบัญชีของมหาวิทยาลัยในช่วง 3 ปีที่ผ่านมา และต้องมีผลงานการตรวจสอบกิจการของหน่วยงานรัฐไม่น้อยกว่า 10 แห่งในช่วงปี 2564–2568 พร้อมมีผลงานการตรวจสอบกิจการที่มีรายได้หรือสินทรัพย์ไม่น้อยกว่า 50 ล้านบาทหรือ 10 ล้านบาทในช่วงปี 2567–2568 ขอบเขตการดำเนินงานครอบคลุมการตรวจสอบงบการเงินตามมาตรฐานการบัญชีภาครัฐและนโยบายการบัญชีที่กระทรวงการคลังกำหนด รวมถึงการวิเคราะห์ระบบควบคุมภายในตามหลักเกณฑ์การตรวจเงินแผ่นดิน ผู้สอบบัญชีต้องส่งรายงานผลการตรวจสอบภายใน 150 วันนับจากวันสิ้นปีงบประมาณ และต้องจัดทำรายงานฉบับสมบูรณ์เป็นภาษาไทย 3 ชุด พร้อมส่งให้สำนักงานการตรวจเงินแผ่นดิน ค่าธรรมเนียมวิชาชีพจะจ่ายเมื่อผ่านการตรวจรับงานจากคณะกรรมการตรวจรับพัสดุ ผู้สอบบัญชีต้องรับผิดชอบค่าใช้จ่ายทั้งหมด รวมถึงค่าปฏิบัติงานนอกเวลาทำการของเจ้าหน้าที่มหาวิทยาลัย ซึ่งคิดอัตรา 200 บาทต่อชั่วโมงหลัง 17.00 น. หรือวันหยุดราชการ มหาวิทยาลัยทักษิณขอสงวนสิทธิ์ในการหักค่าปรับร้อยละ 0.10 ต่อวันหากส่งงานล่าช้าเกินกำหนด ผู้ยื่นข้อเสนอต้องจัดทำข้อเสนอทางเทคนิคและข้อเสนอทางการเงิน พร้อมเอกสารประกอบการยื่นข้อเสนอ ได้แก่ หลักฐานการจดทะเบียนนิติบุคคล หลักฐานการเป็นผู้สอบบัญชีรับอนุญาต ผลงานการตรวจสอบกิจการ หนังสือรับรองคุณสมบัติ และบัญชีรายชื่อผู้เกี่ยวข้องทั้งหมด ผู้สนใจสามารถสอบถามข้อมูลเพิ่มเติมได้ที่ฝ่ายการคลังและบริหารสินทรัพย์ มหาวิทยาลัยทักษิณ โทรศัพท์ 0 7431 7600 ต่อ 7902 หรืออีเมล findep@tsu.ac.th

The University of Thaksin is hiring a certified public accountant (CPA) to audit and certify the financial statements for the fiscal year 2027 (B.E. 2570) in accordance with the University of Thaksin Act B.E. 2551 and the regulations of the Audit Commission on the Criteria for Approval of Auditors B.E. 2562 and Amendment No. 2 B.E. 2568. The auditor must possess high qualifications, including being a CPA approved by the Securities and Exchange Commission (SEC), with at least 5 years of auditing experience, no history of license revocation, no affiliation with the university’s management or audit committee, and no conflict of interest with key personnel. The auditor must be affiliated with an accounting firm registered under the Accountants Act and must have a full-time assistant auditor with relevant qualifications. The auditor must not have signed the financial statements of the university in the past three years and must have completed audits of at least 10 government entities between 2021–2025, with each entity having revenue, assets, or capital of not less than 50 million baht or 10 million baht. The scope of work includes auditing financial statements in accordance with government accounting standards and the Ministry of Finance’s accounting policy, as well as analyzing internal controls in line with the Audit Commission’s standards. The audit report must be submitted within 150 days after the fiscal year-end, and the final report must be submitted in Thai, in three copies, to the Audit Commission. The professional fee will be paid only after the procurement committee has approved the work. The auditor is responsible for all expenses, including overtime fees at 200 baht per hour after 5 PM or on public holidays. The university reserves the right to deduct 0.1% per day as a penalty if the work is delivered late.
