จังหวัดพิษณุโลกเปิดประกวดราคาอิเล็กทรอนิกส์ (e-bidding) เพื่อจัดซื้อเวชภัณฑ์ยา Vildagliptin 50 mg + Metformin 1000 mg tablet จำนวน 126,000 เม็ด โดยมีวัตถุประสงค์เพื่อจัดหายาที่มีคุณภาพและได้มาตรฐานสำหรับใช้ในโรงพยาบาล ยาที่เสนอจะต้องเป็นของแท้ ใหม่ ไม่เคยใช้งานมาก่อน อยู่ในสภาพพร้อมใช้งาน และมีคุณลักษณะเฉพาะตรงตามที่กำหนดไว้ในเอกสารประกวดราคาอย่างเคร่งครัด ผู้เสนอราคาจะต้องมีคุณสมบัติครบถ้วนตามที่ระบุในเอกสารประกวดราคา รวมถึงมีความสามารถตามกฎหมาย ไม่เป็นบุคคลล้มละลาย หรืออยู่ระหว่างถูกระงับการยื่นข้อเสนอ นอกจากนี้ ยังต้องมีมูลค่าสุทธิของกิจการตามเกณฑ์ที่กำหนด หรือมีวงเงินสินเชื่อที่เพียงพอ การพิจารณาคัดเลือกผู้ชนะจะใช้หลักเกณฑ์ราคาเป็นสำคัญ โดยจะพิจารณาจากราคารวมที่เสนอ โดยราคานี้ต้องรวมภาษีมูลค่าเพิ่ม ภาษีอากร ค่าขนส่ง และค่าใช้จ่ายอื่นๆ ทั้งปวงแล้ว กำหนดเวลาส่งมอบพัสดุไม่เกิน 365 วันนับถัดจากวันลงนามในสัญญา ผู้เสนอราคาต้องยื่นเอกสารหลักฐานประกอบการเสนอราคาทางระบบจัดซื้อจัดจ้างภาครัฐด้วยอิเล็กทรอนิกส์ (e-GP) แยกเป็น 2 ส่วน คือ ส่วนที่ 1 เอกสารเกี่ยวกับคุณสมบัติผู้เสนอราคา และส่วนที่ 2 เอกสารเกี่ยวกับพัสดุที่เสนอ รวมถึงต้องส่งตัวอย่างยาเพื่อประกอบการพิจารณาด้วย

Phitsanulok Province is conducting an electronic bidding (e-bidding) process to procure Vildagliptin 50 mg + Metformin 1000 mg tablet, totaling 126,000 tablets. The objective is to acquire high-quality, standard-compliant medication for hospital use. The offered drugs must be genuine, new, unused, ready for immediate use, and strictly adhere to the specified technical specifications. Bidders must meet all qualification requirements outlined in the bidding documents, including legal capacity, not being bankrupt, and not being under suspension. Furthermore, they must possess the required net worth or sufficient credit line. The selection of the winning bidder will be based primarily on price, considering the total bid price inclusive of VAT, duties, transportation, and all other expenses. The delivery period is set at no more than 365 days from the contract signing date. Bidders are required to submit supporting documents through the Electronic Government Procurement (e-GP) system, divided into two parts: Part 1 for bidder qualifications and Part 2 for product specifications. Submission of drug samples for evaluation is also mandatory.
