โครงการปรับปรุงพื้นที่จอดรถสถานปฏิบัติการเภสัชกรรมชุมชน มหาวิทยาลัยนเรศวร มีวัตถุประสงค์หลักเพื่อปรับปรุงและพัฒนาพื้นที่จอดรถให้มีประสิทธิภาพและสะดวกสบายมากยิ่งขึ้น การดำเนินงานจะอยู่ภายใต้สัญญาแบบปรับราคาได้ (Contract Price Adjustment) ซึ่งเป็นไปตามหลักเกณฑ์ที่กำหนดโดยกระทรวงพาณิชย์ โดยผู้รับจ้างจะต้องปฏิบัติตามเงื่อนไขการใช้สัญญาแบบปรับราคาได้ ซึ่งครอบคลุมถึงการแจ้งและประกาศให้ผู้รับจ้างทราบ การระบุในสัญญาจ้าง การกำหนดประเภทงานก่อสร้าง สูตรและวิธีการคำนวณที่ชัดเจน การขอเงินเพิ่มหรือลดค่างานภายในระยะเวลาที่กำหนด และการตรวจสอบการคำนวณโดยสำนักงบประมาณ ประเภทงานก่อสร้างที่ระบุในเอกสารนี้มีหลากหลาย เช่น งานอาคาร งานดิน งานทาง โดยแต่ละประเภทจะมีสูตรการคำนวณค่า K (Escalation Factor) ที่แตกต่างกันไป ซึ่งคำนวณจากดัชนีราคาวัสดุต่างๆ เช่น ซีเมนต์ เหล็ก วัสดุก่อสร้าง น้ำมันดีเซล เป็นต้น การคำนวณค่า K จะใช้เลขทศนิยม 3 ตำแหน่ง และจะพิจารณาปรับเพิ่มหรือลดราคางานเมื่อค่า K เปลี่ยนแปลงไปมากกว่า 4% จากค่า K ในเดือนเปิดซองราคา โดยไม่คิด 4% แรก การส่งมอบงานและค่างานจะดำเนินการตามงวดงานที่กำหนด และการจ่ายเงินจะพิจารณาตามความคืบหน้าของงานและผลการคำนวณค่า K ที่แน่นอนแล้ว

This project involves the renovation of the parking area at the Community Pharmacy, Naresuan University. The primary objective is to enhance the efficiency and convenience of the parking facilities. The project will be executed under a Contract Price Adjustment (CPA) agreement, adhering to the criteria set by the Ministry of Commerce. Contractors must comply with the terms of the CPA, including notification and announcement to the contractor, explicit mention in the contract, clear definition of construction types, calculation formulas, and procedures for price adjustments. Claims for additional payments or deductions must be submitted within the stipulated timeframe, and all calculations are subject to review and approval by the Bureau of the Budget. The TOR details various construction categories, such as building works, earthworks, and roadworks, each with specific formulas for calculating the Escalation Factor (K). This factor is derived from price indices of construction materials like cement, steel, general construction materials, and diesel fuel. Calculations for K will use three decimal places. Price adjustments will be considered when the calculated K value deviates by more than 4% from the K value at the bid opening date, excluding the initial 4%. Payment will be made in installments based on work progress, with final adjustments determined after the K value for each payment period is confirmed.
