กองทางหลวงพิเศษระหว่างเมือง (กท.) มีความจำเป็นต้องดำเนินการเปลี่ยนทดแทนและปรับปรุงระบบรักษาความปลอดภัยด้วยกล้องโทรทัศน์วงจรปิด (CCTV) และระบบควบคุมการเข้า-ออกอาคาร ณ อาคารศูนย์ควบคุมกลาง (CCB) ลาดกระบัง และอาคารศูนย์ควบคุมกลาง (CCB) พัทยา เนื่องจากระบบเดิมมีอายุการใช้งานนานกว่า 10 ปี ทำให้อุปกรณ์บางส่วนชำรุด เสื่อมสภาพ และไม่สามารถรองรับเทคโนโลยีความปลอดภัยในปัจจุบันได้อย่างมีประสิทธิภาพ เช่น ความละเอียดภาพไม่เพียงพอ ความเสถียรในการบันทึก และข้อจำกัดในการเรียกดูภาพย้อนหลัง รวมถึงการบริหารจัดการข้อมูล การเชื่อมโยงระบบ และการรองรับมาตรการความมั่นคงปลอดภัยสารสนเทศ โครงการนี้มีวัตถุประสงค์หลักเพื่อเปลี่ยนทดแทนระบบ CCTV เดิมให้มีความทันสมัย รองรับการบันทึกภาพได้อย่างมีประสิทธิภาพ เพิ่มการรักษาความปลอดภัย และใช้เป็นหลักฐานเมื่อเกิดเหตุการณ์ต่างๆ รวมถึงยกระดับการบริหารจัดการด้วยระบบ AI (Face Recognition/Video Analytics) เพื่อสนับสนุนการปฏิบัติงานของเจ้าหน้าที่ ขอบเขตงานครอบคลุมการปรับปรุงและเปลี่ยนทดแทนระบบ CCTV ระบบประมวลผลและตรวจสอบบุคคลย้อนหลัง พร้อมพัฒนาบริหารจัดการด้วยระบบ AI ให้ใช้งานได้อย่างสมบูรณ์ รวมถึงการรื้อถอนประตูทางเข้าอาคาร CCB ลาดกระบังเดิมและติดตั้งประตูบานเลื่อนอัตโนมัติใหม่ที่สามารถทำงานร่วมกับระบบได้ โดยผู้รับจ้างต้องจัดทำแผนการดำเนินงาน ประชุม Kickoff Project สำรวจพื้นที่ ติดตั้ง ตั้งค่าระบบ และพัฒนาระบบตามข้อกำหนดต่างๆ เช่น การจัดเก็บข้อมูลภาพย้อนหลัง 30 วัน, ระบบ Face Recognition รองรับ 90,000 ใบหน้า, ระบบ People Counting, ระบบ Intrusion Detection, และ Platform สำหรับตรวจสอบแจ้งเตือนบุคคลย้อนหลังพร้อม Dashboard ที่รองรับการใช้งานทั้งภาษาไทยและอังกฤษ รวมถึงการจัดหาลิขสิทธิ์โปรแกรมระบบปฏิบัติการที่ถูกต้องตามกฎหมาย

The Inter-Urban Highway Division (กท.) needs to replace and upgrade the Closed-Circuit Television (CCTV) and Access Control systems at the Central Control Building (CCB) in Lad Krabang and Pattaya. The existing systems are over 10 years old, resulting in damaged, degraded equipment that cannot effectively support current security technologies, such as insufficient image resolution, recording instability, and limitations in retrieving historical footage. Furthermore, the old system has limitations in data management, system integration, and support for information security measures. This project aims to replace the old CCTV system with a modern one capable of efficient recording, enhancing building security, and serving as evidence for incidents. It also seeks to upgrade security management with AI (Face Recognition/Video Analytics) to support staff operations. The scope of work includes replacing the CCTV system, implementing a processing and retrospective person verification system, and developing AI-driven security management. It also involves dismantling the existing swing gate entrance at CCB Lad Krabang and installing a new automatic sliding gate compatible with the security system. The contractor must submit a project plan, conduct a Kickoff meeting, survey the site, install and configure the system, and develop the system according to specifications, including 30-day video storage, Face Recognition supporting 90,000 faces, People Counting, Intrusion Detection, and a retrospective person verification platform with a Dashboard supporting both Thai and English. The contractor must also provide legally licensed operating system software.
