โครงการก่อสร้างกำแพงกันดินซอยคลองตัน ๑ (กลุ่มบ้านนายรุ่งโรจน์) หมู่ที่ ๒ ตําบลบางพลี ซึ่งดำเนินการโดยกองช่าง เทศบาลเมืองบางไทร มีวัตถุประสงค์หลักสองประการ คือ เพื่ออำนวยความสะดวกและเพิ่มความปลอดภัยในการเดินทางสัญจรของประชาชนในพื้นที่ และเพื่อป้องกันปัญหาการพังทลายของถนนในชุมชน ซึ่งจะช่วยรักษาโครงสร้างพื้นฐานและลดความเสี่ยงจากอุบัติเหตุ โครงการนี้มีวงเงิน ๔๙๙,๕๐๐ บาท

ขอบเขตงานประกอบด้วยการก่อสร้างกำแพงกันดินขนาดกว้าง ๑.๒๐ เมตร และมีความยาวรวม ๑๓๓.๐๐ เมตร โดยรายละเอียดทั้งหมดเป็นไปตามประมาณการงานก่อสร้างและแบบแปลนจำนวน ๔ แผ่นที่เทศบาลเมืองบางไทรกำหนด ผู้รับจ้างจะต้องดำเนินการก่อสร้างให้แล้วเสร็จภายในระยะเวลา ๖๐ วัน นับถัดจากวันลงนามในสัญญา และมีข้อกำหนดให้รับประกันความชำรุดเสียหายของงานเป็นระยะเวลา ๒ ปี

เงื่อนไขสำคัญสำหรับผู้เสนอราคาคือต้องเป็นบุคคลธรรมดาหรือนิติบุคคลที่มีอาชีพรับจ้างงานดังกล่าว ไม่เป็นผู้ทิ้งงานของทางราชการ ไม่มีผลประโยชน์ร่วมกับผู้เสนอราคารายอื่น และต้องลงทะเบียนในระบบ e-GP ของกรมบัญชีกลาง การชำระเงินจะทำเป็น ๑ งวด ๑๐๐% เมื่อส่งมอบงานครบถ้วนและผ่านการตรวจรับถูกต้อง การคัดเลือกผู้รับจ้างจะใช้เกณฑ์ราคาต่ำสุด นอกจากนี้ โครงการยังส่งเสริมการใช้พัสดุที่ผลิตในประเทศ โดยกำหนดให้ใช้วัสดุก่อสร้างไม่น้อยกว่าร้อยละ ๕๐ และเหล็กไม่น้อยกว่าร้อยละ ๙๐ ของมูลค่าและปริมาณที่ใช้ทั้งหมด

The project involves the construction of a retaining wall in Soi Klong Tan 1 (Nai Rungroj’s Group of Houses), Moo 2, Bang Phli Subdistrict, undertaken by the Engineering Division of Bang Sai Municipality. The primary objectives are to enhance the convenience and safety of travel for local residents and to prevent road collapse within the community, thereby preserving infrastructure and mitigating accident risks. The project has a budget of 499,500 Baht.

The scope of work includes constructing a retaining wall with a width of 1.20 meters and a total length of 133.00 meters. All details must adhere to the construction estimates and the 4-sheet blueprint specified by Bang Sai Municipality. The contractor is required to complete the construction within 60 days from the contract signing date and provide a 2-year warranty against defects and damage.

Key qualifications for bidders include being an individual or legal entity engaged in such construction work, not being blacklisted by the government, having no conflicts of interest with other bidders, and being registered in the Comptroller General’s Department’s e-GP system. Payment will be made in a single installment of 100% upon complete and correct delivery of work, verified by the inspection committee. The contractor selection will be based on the lowest total price. Furthermore, the project promotes the use of domestically produced materials, requiring at least 50% of construction materials and 90% of steel to be locally sourced.
