กรมป้องกันและบรรเทาสาธารณภัย (ปภ.) ดำเนินการจัดซื้อขวดพลาสติกใสสำหรับบรรจุน้ำดื่ม ขนาด 500 มิลลิลิตร จำนวน 532,837 ใบ ภายใต้วงเงินงบประมาณ 2,131,348 บาท ประจำปีงบประมาณ พ.ศ. 2569 โดยมีวัตถุประสงค์หลักเพื่อจัดหาสิ่งของสำรองจ่ายและสิ่งของจำเป็นในการดำรงชีวิตแก่ผู้ประสบภัยพิบัติ เพื่อให้หน่วยงานของ ปภ. สามารถบริหารจัดการและให้ความช่วยเหลือได้อย่างมีประสิทธิภาพ รวดเร็ว และตรงตามความต้องการ การจัดซื้อครั้งนี้เน้นขวดพลาสติกใสชนิด PET ที่มีคุณภาพ ได้มาตรฐาน มอก. 998-2553 มีน้ำหนักรวมฝาไม่น้อยกว่า 15 กรัม พร้อมติดฉลากที่มีตราสัญลักษณ์กรมป้องกันและบรรเทาสาธารณภัยและข้อความ “น้ำดื่ม กระทรวงมหาดไทย โดย กรมป้องกันและบรรเทาสาธารณภัย (ห้ามจำหน่าย)” ผู้เสนอราคาต้องเป็นผู้ผลิตหรือตัวแทนจำหน่ายที่ได้รับการแต่งตั้ง และมีหนังสือรับรองมาตรฐานผลิตภัณฑ์อุตสาหกรรม (มอก.) รวมถึงโรงงานผลิตต้องสะอาด ถูกสุขอนามัย และมีการควบคุมคุณภาพตามมาตรฐานสากล การพิจารณาตัดสินจะใช้เกณฑ์ราคาเป็นหลัก โดยผู้ขายต้องส่งมอบพัสดุทั้งหมดให้แล้วเสร็จภายใน 60 วัน นับถัดจากวันลงนามในสัญญา และจะมีการคิดค่าปรับในอัตราร้อยละ 0.20 ต่อวันหากส่งมอบล่าช้า รวมถึงรับประกันความชำรุดบกพร่องเป็นเวลา 5 เดือน

The Department of Disaster Prevention and Mitigation (DDPM) is procuring 532,837 clear plastic bottles for drinking water, 500 ml capacity, with a budget of 2,131,348 Baht for the fiscal year 2026. The primary objective is to procure backup supplies and essential items for disaster victims, enabling DDPM units to manage and provide assistance effectively, promptly, and appropriately. The procurement emphasizes high-quality PET plastic bottles meeting Thai Industrial Standard (TIS) 998-2553, with a minimum weight of 15 grams including the cap. Bottles must feature a label with the DDPM logo and the text “Drinking Water, Ministry of Interior, by DDPM (Not for Sale)”. Bidders must be manufacturers or appointed distributors with TIS certification, and their factories must be clean, hygienic, and adhere to international quality control standards. The evaluation will be based primarily on price. The supplier must deliver all items within 60 days from the contract signing date, with a penalty of 0.20% per day for late delivery. A 5-month warranty against defects is also required.
