สถาบันข้อมูลขนาดใหญ่ (องค์การมหาชน) ดำเนินโครงการ Health Link เพื่อเชื่อมโยงและแลกเปลี่ยนข้อมูลสุขภาพระหว่างสถานพยาบาล ปัจจุบันได้เชื่อมโยงหน่วยบริการในกรุงเทพฯ กว่า 8,000 แห่ง และมีแผนขยายการเชื่อมโยงไปยังต่างจังหวัดและหน่วยงานภาครัฐอื่น ๆ เพื่อรองรับนโยบาย “บัตรประชาชนใบเดียวรักษาทุกที่” เพื่อให้ระบบมีประสิทธิภาพ เสถียรภาพ และปลอดภัย จึงมีความจำเป็นต้องจ้างเหมาพัฒนาปรับปรุงประสิทธิภาพและบริการดูแลระบบการเชื่อมต่อข้อมูลสุขภาพ (Exchange zone) โครงการ Health Link ต่อเนื่องประจำปี 2569 โดยมีวัตถุประสงค์หลักคือ เพิ่มประสิทธิภาพและเสถียรภาพของระบบให้รองรับปริมาณข้อมูลและผู้ใช้งานที่เพิ่มขึ้น พัฒนาและขยายขีดความสามารถรองรับการเชื่อมโยงข้อมูลระดับประเทศ ยกระดับการบริหารจัดการระบบ การติดตาม ตรวจสอบ และบำรุงรักษา และรองรับการเชื่อมโยงกับระบบสุขภาพอื่น ๆ ของภาครัฐในอนาคต ขอบเขตงานครอบคลุมถึง การพัฒนาและปรับปรุงการเชื่อมต่อข้อมูลสุขภาพของหน่วยบริการปัจจุบันให้สมบูรณ์ การพัฒนาระบบตรวจสอบสถานะการเชื่อมต่อข้อมูลแบบ Real-time และการพัฒนาปรับปรุงระบบบริหารจัดการหน่วยบริการ (Hos Regis) แบบครบวงจร พร้อมระบบ Single Sign-On (SSO Integration) รวมถึงการบริหารจัดการระบบติดตามและแก้ไขปัญหาการเชื่อมต่อข้อมูล และการประสานงานอำนวยความสะดวกแก่หน่วยบริการต่างๆ โครงการมีระยะเวลาดำเนินงาน 365 วัน โดยจะพิจารณาคัดเลือกข้อเสนอจากราคาและเกณฑ์ข้อเสนอทางเทคนิคในสัดส่วน 20:80

The Big Data Institute (Public Organization) is implementing the Health Link project to connect and exchange health information among healthcare facilities. Currently, over 8,000 service units in Bangkok are connected, with plans to expand connectivity to other provinces and government agencies to support the “One Card, One Hospital” policy. To ensure the system’s efficiency, stability, and security, there is a need to contract for the development, improvement, and maintenance services of the Health Information Exchange (Exchange Zone) system for the Health Link project for the year 2026. The main objectives are to enhance the efficiency and stability of the Health Information Exchange system to accommodate increasing data volume and users, develop and expand its capabilities for nationwide health data connectivity, upgrade system management, monitoring, and maintenance, and support future integration with other government health systems. The scope of work includes developing and improving the current service unit data connectivity, developing a real-time connectivity monitoring system, and enhancing the comprehensive Hospital Registration System (Hos Regis) with Single Sign-On (SSO) integration. It also covers system management for monitoring and resolving connection issues, and coordination to facilitate various service units. The project duration is 365 days, with proposal evaluation based on price and technical proposal criteria in a 20:80 ratio.
