กองสาธารณสุขและสิ่งแวดล้อม เทศบาลนครตรัง ได้รับอนุมัติให้ใช้เงินสะสมปีงบประมาณ พ.ศ. 2568 เพื่อดำเนินการจัดซื้อครุภัณฑ์ยานพาหนะและขนส่ง ประเภทรถบรรทุกขยะ ขนาด 6 ตัน 6 ล้อ แบบอัดท้าย จำนวน 3 คัน วงเงินงบประมาณ 7,500,000 บาท วัตถุประสงค์หลักคือเพื่อเพิ่มประสิทธิภาพในการเก็บขนขยะมูลฝอยในเขตเทศบาลนครตรัง ให้มีรถบรรทุกขยะแบบอัดท้ายเพียงพอต่อการปฏิบัติงาน และเพื่อทดแทนรถบรรทุกขยะคันเก่าที่ชำรุด

คุณลักษณะเฉพาะของรถบรรทุกขยะที่ต้องการ ได้แก่ ขนาด 6 ตัน 6 ล้อ ปริมาตรกระบอกสูบไม่ต่ำกว่า 5,000 ซีซี หรือกำลังเครื่องยนต์สูงสุดไม่ต่ำกว่า 170 กิโลวัตต์ ตู้บรรทุกขยะมูลฝอยมีความจุไม่น้อยกว่า 10 ลูกบาศก์เมตร รับน้ำหนักมูลฝอยได้ไม่น้อยกว่า 5,000 กิโลกรัม ตัวถังทำด้วยเหล็กหนาไม่น้อยกว่า 3 มิลลิเมตร พื้นหนาไม่น้อยกว่า 4.5 มิลลิเมตร ชุดอัดท้ายทำงานด้วยระบบไฮดรอลิก และต้องได้รับมาตรฐาน มอก. 3046-2563 นอกจากนี้ ตัวรถยนต์บรรทุกต้องเป็นผลิตภัณฑ์ที่ผลิตในประเทศไทย มีศูนย์บริการมาตรฐานตั้งอยู่ในระยะไม่เกิน 100 กิโลเมตรจากเทศบาลนครตรัง

ผู้ยื่นข้อเสนอต้องเป็นนิติบุคคลที่มีอาชีพจำหน่ายพัสดุดังกล่าว และปฏิบัติตามเงื่อนไขที่กำหนดไว้ในระเบียบการจัดซื้อจัดจ้างภาครัฐ การพิจารณาคัดเลือกข้อเสนอจะใช้เกณฑ์ราคาต่ำสุด กำหนดเวลาส่งมอบพัสดุภายใน 120 วัน นับถัดจากวันลงนามในสัญญา ณ กองสาธารณสุขและสิ่งแวดล้อม เทศบาลนครตรัง การเบิกจ่ายเงินจะดำเนินการเมื่อส่งมอบพัสดุครบถ้วนถูกต้องตามสัญญา และมีการจดทะเบียนโอนกรรมสิทธิ์เรียบร้อยแล้ว มีการกำหนดอัตราค่าปรับเป็นรายวันในอัตราร้อยละ 0.20 ของราคางาน และระยะเวลารับประกันความชำรุดบกพร่องไม่น้อยกว่า 1 ปี

The Municipality of Trang City, through its Public Health and Environment Division, has approved the use of accumulated funds for the fiscal year 2025 to procure three 6-ton, 6-wheeled refuse trucks with rear compaction systems. The total budget allocated is 7,500,000 Baht. The primary objectives are to enhance the efficiency of waste collection within the municipality, ensure an adequate number of compactor trucks for operations, and replace aging, damaged vehicles.

Key specifications for the refuse trucks include a minimum engine displacement of 5,000 cc or a maximum engine power of 170 kW, a refuse bin capacity of at least 10 cubic meters, and a load capacity of no less than 5,000 kg. The truck body must be made of steel with a minimum thickness of 3 mm for the walls and 4.5 mm for the floor. The rear compaction system must operate hydraulically, and the vehicles must comply with Thai Industrial Standard TIS 3046-2020. Furthermore, the truck chassis must be a Thailand-manufactured product, and the bidder must provide proof of a certified service center within 100 km of the municipality.

Bidders must be legal entities with the appropriate business profession. The selection criterion will be the lowest price. The delivery period is set at 120 days from the contract signing date, to be delivered at the Public Health and Environment Division of Trang City Municipality. Payment will be made in one installment upon complete and correct delivery, registration, and title transfer. A daily penalty of 0.20% of the purchase price will be applied for late delivery. A warranty period of at least one year is required.
