กองสาธารณสุขและสิ่งแวดล้อม เทศบาลนครตรัง ประสบปัญหาขาดแคลนรถบรรทุกขยะในการปฏิบัติงาน เนื่องจากรถเดิมจำนวน 12 คัน มีสภาพชำรุดใช้งานได้เพียง 5 คัน จึงได้อนุมัติงบประมาณรายจ่ายประจำปีงบประมาณ พ.ศ. 2568 เพื่อจัดซื้อรถบรรทุกขยะ ขนาด 6 ตัน 6 ล้อ แบบอัดท้าย จำนวน 4 คัน วงเงิน 10,000,000 บาท วัตถุประสงค์หลักคือเพื่อเพิ่มประสิทธิภาพการเก็บขนขยะมูลฝอยให้ครอบคลุมพื้นที่ ลดปัญหาขยะตกค้าง ให้มีรถเพียงพอต่อปริมาณขยะ และทดแทนรถเก่าที่ชำรุด

คุณลักษณะเฉพาะของรถบรรทุกขยะที่ต้องการ ได้แก่ รถยนต์บรรทุก 6 ล้อ มีปริมาตรกระบอกสูบไม่ต่ำกว่า 5,000 ซีซี หรือกำลังเครื่องยนต์สูงสุดไม่ต่ำกว่า 170 กิโลวัตต์ ตู้บรรทุกขยะมูลฝอยมีความจุไม่น้อยกว่า 10 ลูกบาศก์เมตร สามารถรับน้ำหนักมูลฝอยได้ไม่น้อยกว่า 5,000 กิโลกรัม ตัวถังทำด้วยเหล็กหนาไม่น้อยกว่า 3 มิลลิเมตร พื้นหนาไม่น้อยกว่า 4.5 มิลลิเมตร ชุดอัดท้ายทำงานด้วยระบบไฮดรอลิก มีมาตรฐาน มอก. 3046-2563 และ มอก. 975-2538 โดยรถยนต์และอุปกรณ์ต้องเป็นของใหม่ ผลิตภายในประเทศไทย และมีศูนย์บริการมาตรฐานในระยะไม่เกิน 100 กิโลเมตรจากเทศบาลฯ

ผู้ยื่นข้อเสนอต้องมีคุณสมบัติตามกฎหมาย ไม่เป็นบุคคลล้มละลาย หรือถูกระงับการยื่นข้อเสนอ เป็นนิติบุคคลที่มีอาชีพจำหน่ายพัสดุ ไม่เป็นผู้ทิ้งงาน และไม่เป็นผู้มีผลประโยชน์ร่วมกัน การพิจารณาคัดเลือกข้อเสนอจะใช้เกณฑ์ราคา (ราคาต่ำสุด) กำหนดส่งมอบภายใน 120 วัน นับจากวันลงนามในสัญญา มีการรับประกันความชำรุดบกพร่องไม่น้อยกว่า 1 ปี และอัตราค่าปรับร้อยละ 0.20 ต่อวัน

The Trang City Municipality, through its Public Health and Environment Division, is procuring 4 units of 6-ton, 6-wheel rear-loading garbage trucks. This initiative aims to enhance the efficiency of solid waste collection and transportation within the municipality, replace aging and damaged vehicles, and ensure sufficient operational capacity. The budget allocated for this procurement is 10,000,000 Baht. Key specifications include an engine displacement of at least 5,000 cc or a maximum engine power of at least 170 kW, a waste bin capacity of no less than 10 cubic meters, and a load capacity of at least 5,000 kg. The truck body must be constructed from steel with a minimum thickness of 3 mm for the walls and 4.5 mm for the floor. The rear-loading mechanism must operate hydraulically, meeting standards such as TIS 3046-2563 and TIS 975-2538. The vehicles and all components must be new, manufactured in Thailand, and supported by an authorized service center within 100 km of the municipality. Bidders must meet legal eligibility requirements, including not being bankrupt or blacklisted. The selection criterion will be the lowest price, with a delivery period of 120 days from the contract signing date. A warranty of at least one year is required, and a penalty of 0.20% per day will be applied for late delivery.
