โรงพยาบาลเวียงป่าเป้า อำเภอเวียงป่าเป้า จังหวัดเชียงราย มีความประสงค์จะจัดซื้อเครื่องเอกซเรย์ทั่วไปขนาดไม่น้อยกว่า ๕๐๐ mA. แบบแขวนเพดาน จำนวน ๑ เครื่อง พร้อมอุปกรณ์ประกอบการใช้งาน ด้วยงบประมาณ ๑,๗๐๐,๐๐๐.๐๐ บาท (หนึ่งล้านเจ็ดแสนบาทถ้วน) เพื่อทดแทนเครื่องเดิมและเพิ่มประสิทธิภาพในการวินิจฉัยโรคประกอบการรักษาผู้ป่วยในกลุ่มงานรังสีวิทยา

โครงการนี้มีวัตถุประสงค์หลักเพื่อถ่ายภาพเอกซเรย์ร่างกายเพื่อวินิจฉัยโรคประกอบการรักษาผู้ป่วย โดยมีขอบเขตงานครอบคลุมการจัดหา ติดตั้ง และทดสอบเครื่องเอกซเรย์ที่มีคุณสมบัติทางเทคนิคสูง เช่น ระบบ High Frequency Inverter ขนาดกำลังไฟฟ้าสูงสุดไม่น้อยกว่า ๔๐ กิโลวัตต์ สามารถปรับตั้งค่ากระแส (mA) ได้ไม่น้อยกว่า ๕๐๐ mA และค่าความต่างศักย์ (kV) ได้ถึง ๑๕๐ kV มีโปรแกรมการถ่ายภาพเอกซเรย์ (APR) ไม่น้อยกว่า ๑,๒๘๐ โปรแกรม

เครื่องเอกซเรย์ที่จัดซื้อต้องเป็นชนิดแขวนเพดาน (Ceiling Suspended Tube Stand) ที่สามารถเคลื่อนที่ได้หลายทิศทางอย่างอิสระ พร้อมเตียงเอกซเรย์แบบ ๕ ทิศทาง และชุดถ่ายภาพเอกซเรย์ท่ายืน (Bucky Stand) ที่มีคุณสมบัติเฉพาะตามที่กำหนด ผู้ขายต้องรับผิดชอบการติดตั้งโดยผู้เชี่ยวชาญที่ผ่านการอบรมจากโรงงานผู้ผลิต และต้องแสดงใบรับรองมาตรฐานสินค้าและโรงงานผู้ผลิต เช่น CE, US FDA Kook, ISO13485, ISO9000, ISO45001

นอกจากนี้ ผู้ขายต้องรับประกันคุณภาพเครื่องและอุปกรณ์ประกอบเป็นเวลาอย่างน้อย ๒ ปี และรับประกันอะไหล่สำรองไม่น้อยกว่า ๕ ปี พร้อมบริการตรวจเช็คบำรุงรักษาอย่างน้อยปีละ ๒ ครั้ง ตลอดระยะเวลารับประกัน หากเครื่องขัดข้องต้องแก้ไขภายใน ๕ วัน และหากเกิดปัญหาซ้ำต้องเปลี่ยนชิ้นส่วนใหม่โดยไม่มีค่าใช้จ่าย ผู้ขายต้องจัดทำคู่มือการใช้งานและบำรุงรักษาทั้งภาษาไทยและภาษาอังกฤษ รวมถึงคู่มือการซ่อมและวงจรของเครื่อง พร้อมทั้งฝึกอบรมการใช้งานเบื้องต้นให้แก่เจ้าหน้าที่โรงพยาบาล กำหนดส่งมอบพัสดุภายใน ๑๒๐ วัน นับถัดจากวันลงนามในสัญญา

Wiang Pa Pao Hospital, Chiang Rai Province, is inviting electronic bids for the procurement and installation of one ceiling-suspended X-ray machine with a capacity of not less than 500 mA, including all necessary accessories. The project budget is 1,700,000.00 Baht. The primary objective is to acquire a modern X-ray system for general body imaging to aid in disease diagnosis and patient treatment within the radiology department.

The scope of work includes the supply, installation, and testing of an X-ray machine with advanced technical specifications, such as a High Frequency Inverter system, a maximum power output of not less than 40 kW, adjustable current (mA) of not less than 500 mA, and voltage (kV) up to 150 kV. It must feature not less than 1,280 Anatomic Program Radiography (APR) programs and be capable of imaging all parts of the body.

The X-ray machine must be a ceiling-suspended type with multi-directional movement capabilities, a 5-way X-ray table, and a Bucky stand, all meeting specific technical requirements. Bidders must be legal entities engaged in the sale of such medical equipment, meet all specified qualifications, and ensure installation by manufacturer-certified experts. The product and manufacturing facility must hold certifications such as CE, US FDA Kook, ISO13485, ISO9000, and ISO45001.

Furthermore, the supplier must provide a warranty of at least 2 years for the machine and accessories, guarantee spare parts availability for not less than 5 years, and offer two maintenance checks per year. In case of malfunction, repairs must be completed within 5 days; if two failures occur, a replacement part must be provided free of charge. The supplier is also responsible for providing user and maintenance manuals in both Thai and English, a repair manual, circuit diagrams, and conducting initial operational training for hospital staff. Delivery of the equipment is required within 120 days from the contract signing date.
