โครงการ “งานปรับปรุงอาคารกีฬาและนันทนาการเพื่อรองรับเป็นศูนย์พักพิง” โดยมหาวิทยาลัยสงขลานครินทร์ วิทยาเขตหาดใหญ่ มีวัตถุประสงค์หลักเพื่อปรับปรุงอาคารกีฬาและนันทนาการให้สามารถรองรับการใช้งานเป็นศูนย์พักพิงได้ ขอบเขตงานประกอบด้วยการปรับปรุงงานสถาปัตยกรรมต่างๆ เช่น การทาสีผนัง ประตู หน้าต่าง และโครงสร้างเหล็ก การซ่อมแซมส่วนที่ชำรุดของผนัง ฝ้าเพดาน และวัสดุตกแต่งภายนอก เช่น แผงกันแดดไม้ระแนง รวมถึงการปรับปรุงทางเชื่อมและหลังคาห้องน้ำ การดำเนินงานจะยึดตามแบบรูปรายการประกอบแบบและรายละเอียดที่กำหนด ซึ่งครอบคลุมการใช้วัสดุที่ผลิตภายในประเทศไม่น้อยกว่าร้อยละ 60 ของมูลค่าวัสดุทั้งหมด และเหล็กภายในประเทศไม่น้อยกว่าร้อยละ 90 ผู้รับจ้างต้องจัดทำแผนการทำงานและแผนการใช้วัสดุภายใน 60 วันหลังลงนามในสัญญา โครงการนี้มุ่งเน้นการปรับปรุงอาคารให้มีสภาพพร้อมใช้งานและปลอดภัยตามมาตรฐาน
