โรงพยาบาลสงขลานครินทร์มีความประสงค์จะจัดซื้อเส้นเอ็นเย็บแผลกลุ่ม Polypropylene เพื่อใช้ในการผ่าตัดรักษาผู้ป่วย โดยกำหนดให้เส้นเอ็นเย็บแผลต้องผลิตจากวัสดุสังเคราะห์ ไม่ละลายในเนื้อเยื่อ และมีคุณสมบัติตามมาตรฐานตำรับยาของสหรัฐอเมริกา (USP) หรือยุโรป (EP) ผู้ยื่นข้อเสนอจะต้องระบุรายละเอียดขนาด ความยาวเส้นเอ็น และลักษณะเข็มอย่างชัดเจน รวมถึงต้องส่งตัวอย่างผลิตภัณฑ์เพื่อประกอบการพิจารณาและทดลองใช้ก่อนการคัดเลือก คณะกรรมการจะประเมินคุณภาพของตัวอย่างเป็นอันดับแรก และหากผ่านเกณฑ์คุณภาพ จะพิจารณาคัดเลือกจากราคาต่อหน่วยเป็นหลัก

สำหรับคุณสมบัติของผู้ยื่นข้อเสนอและผลิตภัณฑ์นั้น กำหนดให้ผลิตภัณฑ์ที่นำเข้าจากต่างประเทศต้องมีหนังสือรับรองคุณภาพระดับสากล เช่น FDA หรือ CE Mark ส่วนผลิตภัณฑ์ที่ผลิตในประเทศต้องได้รับมาตรฐาน GMP จาก อย. และผู้ยื่นข้อเสนอทุกคนต้องแสดงหลักฐานการรับรองคุณภาพการผลิตเครื่องมือแพทย์ ISO 13485 นอกจากนี้ ผู้ยื่นข้อเสนอต้องเป็นผู้ผลิต ผู้แทนจำหน่ายโดยตรง หรือผู้รับมอบอำนาจจากผู้ผลิต และสินค้าที่ส่งมอบต้องมีอายุการใช้งานไม่น้อยกว่า 2 ปีนับจากวันส่งมอบ

Songklanagarind Hospital is procuring Polypropylene suture threads for surgical use in patient treatment. The sutures must be made from synthetic, non-absorbable material and comply with United States Pharmacopoeia (USP) or European Pharmacopoeia (EP) standards. Bidders are required to specify the size, suture length, and needle characteristics clearly, and must submit product samples for evaluation and trial use prior to selection. The committee will first assess the quality of the samples, and if they meet the quality criteria, the selection will primarily be based on the unit price.

Regarding bidder and product qualifications, imported products must have international quality certifications such as FDA or CE Mark. Domestically produced products must have GMP certification from the Thai FDA. All bidders must provide evidence of ISO 13485 certification for medical device manufacturing. Furthermore, bidders must be the manufacturer, direct distributor, or authorized representative of the manufacturer, and the delivered products must have a shelf life of at least 2 years from the date of delivery.
