ศูนย์การแพทย์กาญจนาภิเษก คณะแพทยศาสตร์ศิริราชพยาบาล มหาวิทยาลัยมหิดล มีความต้องการจัดซื้อเวชภัณฑ์ทางการแพทย์จำนวน 9 รายการ เพื่อรองรับการให้บริการแก่ผู้ป่วยที่เพิ่มขึ้นในปีงบประมาณ 2570 และเพื่อบริหารจัดการคลังเวชภัณฑ์ให้เกิดประโยชน์สูงสุด โครงการนี้มีวงเงินงบประมาณทั้งสิ้น 4,074,350.00 บาท ผู้ยื่นข้อเสนอจะต้องมีคุณสมบัติตามกฎหมาย เป็นผู้มีอาชีพขายพัสดุที่เสนอ และต้องได้รับการแต่งตั้งเป็นตัวแทนจำหน่ายโดยตรงจากผู้ผลิตหรือตัวแทนจำหน่ายในประเทศไทยสำหรับเวชภัณฑ์ทั้ง 9 รายการ นอกจากนี้ ยังมีข้อกำหนดด้านมูลค่าสุทธิของกิจการหรือทุนจดทะเบียน และต้องลงทะเบียนในระบบ e-GP ของกรมบัญชีกลาง

เวชภัณฑ์ที่จัดซื้อประกอบด้วย Extension Tube (หลายขนาด), IV Set (ทั่วไปและ Microdrip), Blood Transfusion Set, Alcohol Pad, Micropore และ Transpore โดยแต่ละรายการมีคุณลักษณะเฉพาะทางเทคนิคที่ระบุไว้อย่างละเอียด เช่น วัสดุ Medical Grade, การปราศจากเชื้อ, อายุการใช้งานคงเหลือไม่น้อยกว่า 2 ปีนับจากวันส่งมอบ และต้องสามารถใช้งานร่วมกับอุปกรณ์ที่มีอยู่ได้ สินค้าทั้งหมดต้องเป็นไปตามมาตรฐาน ISO 13485 หรือเทียบเท่า ได้รับการขึ้นทะเบียนจาก อย. และได้มาตรฐาน มอก. 1056-2556

การพิจารณาข้อเสนอจะใช้เกณฑ์ราคาเป็นหลัก โดยมีเงื่อนไขพิเศษสำหรับผู้ประกอบการ SMEs ที่เสนอราคาสูงกว่าราคาต่ำสุดไม่เกินร้อยละ 10 และสำหรับสินค้าที่ได้รับรอง Made in Thailand จากสภาอุตสาหกรรมแห่งประเทศไทย ที่เสนอราคาสูงกว่าราคาต่ำสุดไม่เกินร้อยละ 5 หากมีคุณสมบัติทั้งสองอย่าง จะได้รับแต้มต่อในการเสนอราคาสูงกว่าผู้ประกอบการรายอื่นไม่เกินร้อยละ 15 นอกจากนี้ ยังมีแต้มต่อสำหรับนิติบุคคลที่จัดตั้งขึ้นตามกฎหมายไทยหรือบุคคลธรรมดาที่ถือสัญชาติไทย การส่งมอบพัสดุจะต้องดำเนินการภายใน 15 วันนับถัดจากได้รับใบสั่งซื้อ และมีกำหนดส่งมอบภายในวันที่ 30 กันยายน 2570

Mahidol University’s Golden Jubilee Medical Center, Faculty of Medicine Siriraj Hospital, intends to procure 9 items of medical supplies. This procurement aims to support the increasing number of patients in the 2070 fiscal year and to efficiently manage medical supply inventory. The project has a budget of 4,074,350.00 Baht. Bidders must be legally capable, professionally engaged in selling the specified items, and appointed as authorized distributors by manufacturers or local representatives for all 9 medical supplies. Financial qualifications regarding net worth or registered capital are also required, along with registration in the e-GP system.

The medical supplies include various sizes of Extension Tubes, IV Sets (standard and Microdrip), Blood Transfusion Sets, Alcohol Pads, Micropore, and Transpore. Each item has detailed technical specifications, such as being made from Medical Grade materials, being sterilized, having a remaining shelf life of at least 2 years from delivery, and compatibility with existing equipment. All products must comply with ISO 13485 or equivalent standards, be registered with the Thai FDA (อย.), and meet TIS 1056-2556 standards.

Bid evaluation will primarily be based on price. Special conditions apply for SMEs, allowing them to bid up to 10% higher than the lowest non-SME bid. Products certified as “Made in Thailand” by the Federation of Thai Industries can be up to 5% higher. Bidders meeting both SME and Made in Thailand criteria can bid up to 15% higher. Additionally, Thai natural persons or legal entities established under Thai law receive preference if their bid is within 3% of the lowest foreign bid. Delivery is required within 15 days of receiving the purchase order, with a final delivery deadline of September 30, 2070.
