โครงการนี้มีวัตถุประสงค์เพื่อบำรุงรักษาและเพิ่มประสิทธิภาพระบบปรับอากาศภายในอาคารวิจัยทางการแพทย์ โดยเน้นงานซ่อมแซมฉนวนหุ้มท่อส่งน้ำเย็น (Chilled Water Pipe Insulation) ซึ่งเป็นส่วนสำคัญในการควบคุมอุณหภูมิและป้องกันการเกิดหยดน้ำ (Condensation) บนผิวท่อ ขอบเขตงานประกอบด้วยการซ่อมแซมฉนวนเดิมในพื้นที่ชั้นใต้ดินถึงชั้น 5 และการเปลี่ยนฉนวนใหม่ในระบบท่อส่งน้ำเครื่องปรับอากาศบริเวณชั้น 2 ถึงชั้น 9 ตามแบบแปลนที่กำหนด (As-Built Drawing) ผู้รับจ้างต้องดำเนินการตามมาตรฐานวิศวกรรมเพื่อให้ระบบปรับอากาศกลับมาทำงานได้อย่างเต็มประสิทธิภาพ ลดการใช้พลังงาน และยืดอายุการใช้งานของระบบท่อส่งน้ำภายในอาคาร
