โครงการจัดซื้อจัดจ้างนี้มีวัตถุประสงค์เพื่อจัดหา “รถยนต์บรรทุกน้ำเอนกประสงค์ ขนาดความจุไม่น้อยกว่า 12,000 ลิตร” จำนวน 1 คัน เพื่อใช้ในภารกิจป้องกันและบรรเทาสาธารณภัย การแก้ไขปัญหาภัยแล้ง และการให้บริการน้ำอุปโภคบริโภคแก่ประชาชนในพื้นที่รับผิดชอบ รวมถึงสนับสนุนงานสาธารณูปโภคอื่นๆ ของหน่วยงาน

คุณลักษณะเฉพาะของรถยนต์บรรทุกน้ำประกอบด้วย ตัวรถชนิด 10 ล้อ ขับเคลื่อนด้วยเครื่องยนต์ดีเซล มีกำลังแรงม้าสูงสุดไม่น้อยกว่า 240 แรงม้า ระบบเกียร์ธรรมดาไม่น้อยกว่า 6 เกียร์เดินหน้า ระบบพวงมาลัยพาวเวอร์ และระบบเบรกแบบลมดันไฮดรอลิกหรือลมล้วนพร้อมระบบ ABS เพื่อความปลอดภัยในการขับขี่ ตัวถังบรรทุกน้ำสร้างด้วยเหล็กอย่างดีหนาไม่น้อยกว่า 4 มิลลิเมตร ภายในเคลือบสารกันสนิม ติดตั้งเครื่องสูบน้ำแรงดันสูงที่สามารถสูบ-จ่ายน้ำได้อย่างมีประสิทธิภาพ พร้อมแท่นปืนฉีดน้ำดับเพลิงที่หมุนได้รอบตัว และระบบสัญญาณไฟฉุกเฉินตามมาตรฐาน

ผู้เสนอราคาต้องเป็นนิติบุคคลที่มีอาชีพขายพัสดุดังกล่าว มีผลงานการขายรถยนต์บรรทุกน้ำหรือรถยนต์ประเภทเดียวกันให้กับหน่วยงานราชการหรือรัฐวิสาหกิจในวงเงินไม่น้อยกว่า 1,000,000 บาท กำหนดเวลาส่งมอบพัสดุภายใน 180 วัน นับถัดจากวันลงนามในสัญญา และต้องมีการรับประกันความชำรุดบกพร่องของรถยนต์และอุปกรณ์ส่วนควบทั้งหมดเป็นเวลาไม่น้อยกว่า 1 ปี

This procurement project aims to acquire one “Multi-purpose Water Tanker Truck” with a capacity of not less than 12,000 liters, through an electronic bidding (e-bidding) process, with an estimated budget of 3,935,000 Baht. The vehicle is intended for disaster prevention and mitigation, drought relief, and public water supply services. The truck must be a 10-wheel chassis powered by a diesel engine with a minimum of 240 horsepower, equipped with a manual transmission (at least 6 forward gears), power steering, and an ABS braking system. The water tank must be fabricated from high-quality steel with a thickness of not less than 4 mm and treated with anti-corrosion coating inside. It must feature a high-pressure water pump, a 360-degree rotating water monitor, and standard emergency light systems. Bidders must be registered legal entities with prior experience in supplying similar vehicles to government agencies or state enterprises, with a minimum single-contract value of 1,000,000 Baht. Delivery is required within 180 days after contract signing, with a minimum 1-year warranty on the vehicle and all integrated equipment.
