เอกสารเงื่อนไขทั่วไปประกอบการจัดซื้อพัสดุของการไฟฟ้าส่วนภูมิภาค (กฟภ.) มีวัตถุประสงค์เพื่อกำหนดมาตรฐาน และขั้นตอนการจัดซื้อพัสดุอุปกรณ์ไฟฟ้าให้เป็นไปตามคุณภาพและเงื่อนไขความปลอดภัย ผู้ยื่นข้อเสนอจะต้องจัดส่งเอกสารทางเทคนิคที่เป็นภาพสี (แคตตาล็อก, แบบรูป, รายงานผลการทดสอบ Type Test) ภาษาไทยหรือภาษาอังกฤษ โดยอุปกรณ์ไฟฟ้าหลักตั้งแต่ระบบ 22 kV ขึ้นไป อาทิ เซอร์กิตเบรกเกอร์ สวิตช์ตัดตอน รีโคลสเซอร์ หม้อแปลงไฟฟ้า และมิเตอร์ไฟฟ้า จะต้องผลิตจากผู้ผลิตที่มีประสบการณ์ไม่น้อยกว่า 3 ปี และเคยติดตั้งใช้งานในระบบไฟฟ้าจริง หรือเป็นผลิตภัณฑ์ที่ได้รับการขึ้นทะเบียน PEA Product Acceptance

นอกจากนี้ เอกสารยังระบุเงื่อนไขการตรวจสอบกระบวนการผลิต ณ โรงงานผู้ผลิต เกณฑ์การตัดสิทธิผลิตภัณฑ์ที่มีสถิติการชำรุดเกินกำหนด เงื่อนไขการส่งมอบพัสดุทดแทนกรณีการทดสอบแบบทำลาย ตลอดจนระยะเวลารับประกันความชำรุดบกพร่อง ซึ่งมีตั้งแต่ 30 วัน (ปูนซีเมนต์) 1 ปี (พัสดุทั่วไป) 3 ปี (หม้อแปลงไฟฟ้า, รีโคลสเซอร์) ไปจนถึง 5 ปี (มิเตอร์อิเล็กทรอนิกส์, สวิตช์ควบคุมระยะไกล, เคเบิลสเปสเซอร์) หากเกิดความชำรุดบกพร่อง ผู้ขายต้องแก้ไขภายใน 30 วัน มิฉะนั้นจะถูกปรับในอัตราร้อยละ 0.04109 ต่อวัน สำหรับโครงการที่มีวงเงินตั้งแต่ 300 ล้านบาทขึ้นไป ต้องยื่นแบบตรวจสอบการป้องกันการทุจริต และวงเงินตั้งแต่ 1,000 ล้านบาทขึ้นไป ต้องจัดทำข้อตกลงคุณธรรม (Integrity Pact)

This document outlines the general terms and conditions for the procurement of electrical equipment and materials by the Provincial Electricity Authority (PEA). Bidders are required to submit complete technical documentation, including color catalogs, drawings, and Type Test Reports in Thai or English. For primary electrical equipment rated 22 kV and above (e.g., circuit breakers, switches, transformers, reclosers, and energy meters), products must originate from manufacturers with at least 3 years of manufacturing experience and proven installation records, or be registered under the PEA Product Acceptance list.

The terms also govern factory quality inspections, temporary disqualification of models exceeding failure rate thresholds, procedures for destructive testing samples replacement, and warranty coverage ranging from 30 days to 5 years depending on the equipment type. Defect rectification must be completed within 30 days, subject to a daily penalty rate of 0.04109%. Anti-corruption measures are strictly enforced, requiring anti-corruption checklists for projects valued at 300 million Baht or more, and Integrity Pacts for projects exceeding 1,000 million Baht.
