โครงการจ้างบริหารชุมชน โครงการเคหะชุมชนนวนคร ระยะ 1 เป็นการดำเนินงานของการเคหะแห่งชาติในการจัดจ้างผู้ให้บริการบริหารจัดการชุมชนสำหรับอาคารเช่าประเภทแฟลต 5 ชั้น จำนวน 4 อาคาร รวมทั้งสิ้น 756 หน่วย ตั้งอยู่ที่ถนนนวนคร 8 ตำบลคลองหนึ่ง อำเภอคลองหลวง จังหวัดปทุมธานี โดยมีวัตถุประสงค์เพื่อให้ผู้เช่าพักอาศัยได้รับบริการด้านการบริหารชุมชนที่มีคุณภาพ ทั้งในด้านกายภาพ สิ่งแวดล้อมที่สะอาดสวยงาม และมีความปลอดภัยในชีวิตและทรัพย์สิน ซึ่งจะส่งผลดีต่อคุณภาพชีวิตของผู้อยู่อาศัยตลอดระยะเวลาการเช่า

ขอบเขตการดำเนินงานของผู้รับจ้างครอบคลุม 5 กิจกรรมหลัก ได้แก่:

1. กิจกรรมด้านกายภาพและสิ่งแวดล้อม: ประกอบด้วยงานรักษาความสะอาดพื้นที่ส่วนกลางและรอบอาคาร การดูแลสวนหย่อม และงานรักษาความปลอดภัยตลอด 24 ชั่วโมงโดยพนักงานรักษาความปลอดภัยที่ได้รับใบอนุญาตตามกฎหมาย
2. กิจกรรมด้านการบริหารจัดการทั่วไป: จัดตั้งสำนักงาน จัดหาบุคลากร (ผู้จัดการ, พนักงานเก็บเงิน, ช่างเทคนิค) ทำสัญญาเช่าผ่านระบบ Front End ของการเคหะแห่งชาติ และดูแลแก้ไขเหตุฉุกเฉินด้านสาธารณูปโภค
3. กิจกรรมด้านการบริหารลูกหนี้ค่าเช่า: ติดตามเร่งรัดหนี้สินค้างชำระ และดำเนินการบอกเลิกสัญญาในกรณีค้างชำระตั้งแต่ 2 งวดขึ้นไปภายในเวลาที่กำหนด
4. กิจกรรมด้านการบริหารจัดการน้ำประปาและไฟฟ้า: จดมาตรวัดน้ำและไฟฟ้า จัดเก็บค่าบริการ และนำส่งรายได้ให้การเคหะแห่งชาติทุกวัน
5. กิจกรรมด้านการบริหารจัดการระบบวิศวกรรม: ตรวจสอบและบำรุงรักษาเชิงป้องกัน (Preventive Maintenance) ระบบไฟฟ้า ระบบสุขาภิบาล ระบบดับเพลิง และอุปกรณ์ส่วนควบต่างๆ ของอาคาร

โครงการมีกำหนดระยะเวลาจ้าง 12 เดือน เริ่มตั้งแต่วันที่ 1 ตุลาคม 2569 ถึงวันที่ 30 กันยายน 2570 ด้วยงบประมาณราคากลาง 3,538,836 บาท โดยใช้เกณฑ์ราคาในการพิจารณาคัดเลือกข้อเสนอ

The Community Management Services for Nawanakorn Community Housing Project Phase 1 (756 units) is a procurement project by the National Housing Authority (NHA) of Thailand. The project involves the management of 4 blocks of 5-story rental flats located on Nawanakorn 8 Road, Khlong Nueng, Khlong Luang, Pathum Thani. The primary objective is to ensure that tenants receive high-quality community management services, maintaining clean physical environments, beautiful landscapes, and robust security for lives and properties.

The scope of work is divided into 5 main activities:

1. Physical and Environmental Management: Including common area cleaning, landscape maintenance, and 24-hour security services by licensed security personnel.
2. General Administration: Setting up an on-site office, providing key personnel (Manager, Collector, and Technician), executing rental contracts via the NHA’s Front End system, and handling emergency utility issues.
3. Rental Debt Management: Monitoring and accelerating overdue rent collection, and executing contract terminations for accounts overdue by 2 or more months.
4. Water and Electricity Billing Management: Recording daily meter readings, collecting utility payments, and depositing collected revenues to the NHA daily.
5. Engineering System Management: Conducting routine checks and preventive maintenance (PM) for electrical, mechanical, plumbing, sanitary, and fire protection systems.

The contract duration is 12 months, starting from October 1, 2026, to September 30, 2027, with an allocated budget of 3,538,836 THB. The bidding selection will be evaluated based on the Price Criteria.
