โครงการจัดซื้อเวชภัณฑ์ยาจำนวน 5 รายการ ของจังหวัดพะเยา (โรงพยาบาลพะเยา) เป็นการจัดหาผลิตภัณฑ์ยาสำคัญเพื่อใช้ในการรักษาผู้ป่วย ประกอบด้วยยาฉีดและยาเม็ด ได้แก่ ยารักษาโรคกระดูกพรุน (Denosumab), ยาเบาหวาน (Semaglutide), ยาละลายลิ่มเลือด (Alteplase), ยาลดความดันโลหิต (Azilsartan) และยาขับเหล็ก (Desferrioxamine) วัตถุประสงค์หลักคือเพื่อให้โรงพยาบาลมีเวชภัณฑ์ยาที่มีคุณภาพสูงและได้มาตรฐานสากลเพียงพอต่อการให้บริการตลอดปีงบประมาณ 2569

ขอบเขตของงานครอบคลุมการจัดหาและขนส่งยาที่ผลิตภายใต้มาตรฐาน GMP PIC/S หรือเทียบเท่า โดยยาที่ส่งมอบต้องมีอายุการใช้งานไม่น้อยกว่า 2 ใน 3 ของอายุยาจริง และต้องมีระบบการจัดเก็บและขนส่งตามมาตรฐาน GSP และ GDP โดยเฉพาะยาที่ต้องควบคุมอุณหภูมิ 2-8 องศาเซลเซียส การพิจารณาผู้ชนะจะใช้เกณฑ์ราคาประกอบเกณฑ์อื่น (Price Performance) ซึ่งให้ความสำคัญกับคุณภาพทางเทคนิคถึงร้อยละ 55 และบริการหลังการขายร้อยละ 5 เพื่อให้มั่นใจว่าผู้ป่วยจะได้รับยาที่มีประสิทธิภาพและความปลอดภัยสูงสุด
